    مستخلص: The Russian government has long struggled with the problem of excessive alcohol consumption. We examined the relationship between alcohol consumption and subjective poverty in Russia using the special survey of the Levada Analytical Center conducted in 2017. Subjective poverty represents an individual's perception of personal well-being when an individual's income is lower than the required not to feel poor. We found that the status of being subjectively poor was associated with the increased probability of consuming vodka for women and the probability of consuming beer for men. Results inform decision-makers about the importance of subjective poverty issues for understanding alcohol consumption.

    مستخلص: Cross-sectional, longitudinal, and experimental studies have found a link between youth exposure to cigarette marketing and youth initiation of smoking. These decisive research findings led to regulations of cigarette marketing to youth-including no television or radio ads, prohibitions on the use of cartoons, bans on transit and billboard advertisements, and disallowing tobacco brand sponsorships of sporting events or concerts. Similar products that may cause more harm than benefits include alcohol, electronic cigarettes, and opioids. We review the evidence linking problematic use of these products with exposure to marketing and discuss standards for assessing the potential harmfulness of marketing. We next address how public health agencies might apply regulatory principles to these harmful products similar to those applied to cigarette advertising, in the advancement of public health.

    مستخلص: Youth exposure to alcohol marketing has been linked to increased alcohol consumption and problems. On relatively new and highly interactive social networking sites (SNS) that are popular with youth, tools for measuring youth exposure to alcohol marketing in traditional media are inadequate. We critically review the existing policies of Facebook, Twitter, and YouTube designed to keep branded alcohol content away from underage youth. Looking at brand and user activity on Facebook for the 15 alcohol brands most popular among US youth, we found activity has grown dramatically in the past 3 years, and underage users may be accounting for some of this activity. Surveys of youth and adult participation in alcohol marketing on SNS will be needed to inform debate over these marketing practices.

    مستخلص: Through the eyes of those involved in the alcohol policy-making process in Malawi, we explored the role of informal (non-commercial) alcohol in rural communities, its harmful effects, and implications for appropriate national policy. Harms included early drinking initiation, violence, and sexual risk exposure. Informants suggested that policy should address informal alcohol's content, selling times, and easy access. Because most informal alcohol producers are women who rely upon sales for subsistence, policies must avoid limiting women's economic opportunities while protecting community health.

    مستخلص: We review programs and policies to prevent children from accessing alcohol marketing online. To update the literature, we present our recent studies that assess (i) in-built barriers to underage access to alcohol brand websites and (ii) commercial internet filters. Alcohol websites typically had poor filter systems for preventing entry of underage persons; only half of the sites required the user to provide a date of birth, and none had any means of preventing users from trying again. Even the most effective commercial internet filters allowed access to one-third of the sites we examined.

    مستخلص: Underage alcohol use is a global public health problem and alcohol advertising has been associated with underage drinking. The alcohol industry regulates itself and is the primary control on alcohol advertising in many countries around the world, advising trade association members to advertise only in adult-oriented media. Despite high levels of compliance with these self-regulatory guidelines, in several countries youth exposure to alcohol advertising on television has grown faster than adult exposure. In the United States, we found that exposure for underage viewers ages 18-20 grew from 2005 through 2011 faster than any adult age group. Applying a method adopted from a court in the US to identify underage targeting of advertising, we found evidence of targeting of alcohol advertising to underage viewers ages 18-20. The court's rule appeared in Lockyer v. Reynolds (The People ex rel. Bill Lockyer v. R.J. Reynolds Tobacco Company, GIC764118, 2002). We demonstrated that alcohol companies were able to modify their advertising practices to maintain current levels of adult advertising exposure while reducing youth exposure.

    مستخلص: In Ireland, the Public Health (Alcohol) Bill proposes introducing minimum unit pricing, health labelling, and advertising restrictions to tackle excessive consumption. The aim of this research was to examine the level of support for evidence-based alcohol control policy among the Irish population. We conducted a household survey using quota sampling in three pilot sites in Southern Ireland. Consumption, attitude, and behaviour questions were taken from previously validated instruments. In total, 1075 individuals completed the questionnaire. Hazardous alcohol consumption was reported by 51.1% of the population, 31.5% of women, and 69.8% of men. The majority of individuals (> 50%) supported alcohol policy measures. These individuals are more likely to be low-risk drinkers, older individuals, and report alcohol-related issues in their local area. In the context of Ireland's Public Health (Alcohol) Bill, this research signals support for evidence-based strategies including minimum unit pricing and a reduction and separation of alcohol sales outlets.

    مستخلص: The marketing of alcohol produces a new challenge for policy development internationally, in part because of the increase in the use of new, unmeasured technologies. Many of these new developments are, as yet, relatively invisible in the policy arena. New approaches in branding, the utilization of marketing opportunities via branded events and new products provide additional complexity to attempts to monitor and to restrict the impact of marketing on young people and other vulnerable groups. Current attempts to restrict marketing globally, which rely primarily on voluntary codes and focus on traditional media, are inadequate to these challenges. A new statutory framework is required to enable the monitoring and control of the full marketing mix in ways which match the sophistication of the marketing efforts themselves.
