    الوصف: This article examines recent interest in hedging as a feature of international politics in the Asia Pacific. Focusing on the small states of Southeast Asia, we argue that dominant understandings of hedging are misguided for two reasons. Despite significant advances in the literature, hedging has remained a vague concept rendering it a residual category of foreign policy behavior. Moreover, current accounts of hedging tend to overstate the strategic intentions of ostensible hedgers. This article proposes that a better understanding of Southeast Asia’s foreign policy behavior needs to dissociate hedging from neorealist concepts of international politics. Instead, we locate the concept in the context of classical realism and the diplomatic practice of second-tier states. Exploring Southeast Asia’s engagement with more powerful actors from this perspective reveals the strategic limitations of the Association of Southeast Asian Nations and the dilemma that Southeast Asian states face from a rising China challenging the status quo in the western Pacific.

    الوصف: Campus farms and gardens are proliferating across college and university campuses. While they may have unique missions, at their core those missions often include promoting student learning, campus sustainability, and strong campus-community relations. In this reflective essay, we share our perspective on the sustainability of one such farm, the Farm at Davidson College in Davidson, North Carolina, to encourage other analysts to similarly assess the interactions among these missions and sustainability’s environmental, economic, and social pillars. We particularly emphasize the factors influencing the Farm’s social sustainability, including the institution’s pedagogical mission, treatment of farm labor, impact on the local food economy, and equitable provision of food for students. We find that the Farm administrators misconstrue “economic” sustainability as “financial” independence and profitability. This hampers the social mission of equitably supplying students with the farm’s food and offering curricular and extracurricular enrichment. We suggest ways forward that help administrators recognize the diverse values that fulfillment of additional social and environmental missions might provide, beyond direct revenues. We conclude with recommendations for institutions interested in pursuing a similar sustainability assessment of their campus farm or garden.

    الوصف: Since 2001 expenditure on the security services has increased exponentially in Western democracies and particularly amongst the Five Eyes community of the UK, the US, Canada, Australia and New Zealand. This has occurred in conjunction with the expansion of counter-terror laws. Yet somewhat problematically the phenomenon of Islamist inspired violence became more threatening to the internal security of western democracies in the first decade of the twenty-first century. This study examines the Western managerial approach to security using Australia as a case study. It argues that the growth of Australian security agencies since 2001 and their evolution into a National Security Community after 2008 has neglected basic maxims of political and constitutional prudence and eschews the modern state’s own contractual self -understanding of sovereignty and political obligation.

    الوصف: First published online: 28 July 2015 Since the Association of Southeast Asian Nations (ASEAN) expanded its institutional outreach to span the broader Asia Pacific and new policy areas, a dominant orthodoxy has placed the organization at the center of the region's international order. More recently, uncertainty in the context of China's rise sheds doubt on ASEAN's apparent centrality to its procedurally driven transformation of foreign relations across East Asia. While theories of cooperation explain why and when minor powers choose to pool their resources, the reverse logic has hardly been considered. This paper shows that the particular type of ASEAN regionalism is not only a product of weak states' cooperation but that the lack of capacity also sets the limits for the regional project. Two case studies on intramural security elicit the limited effectiveness of ASEAN's endeavor to develop into a security community. Meanwhile, as an examination of the South China Sea dispute demonstrates, its attempt to export its norms has rendered it vulnerable to the intervention of more powerful actors and increasingly side-lined by the evolution of great power rivalry.
