Abstract (English): Interest in archives emerged mainly since the French Revolution. Much more attention was paid to historical documents, especially for their cultural and historical role. In the United States, during the Second World War, attention was much more focused on administrative archives, thanks to Schellenberg's theory of the three ages (1956), which gave a wider opportunity to the application of Archives. In addition, the archive centers have an important role in the administrative processes and in the planning of the various development projects based on the new technologies. On the other hand, sustainable development is defined as development that meets the needs of the present without compromising the ability of future generations to meet their own needs. It is based on a long-term vision that takes into account the indivisibility of the environmental, social and economic dimensions of development activities. And archives are an indispensable tool for improving the political, economic and administrative management of a country. The adoption of good archival management systems makes it possible to quickly find the documents needed to make decisions in an appropriate time, thus improving the efficiency of the administration. Accordingly, the good management of archival documents has a financial impact on administrative efficiency, highlighting the studies and experiments already carried out, rather than repeating them. This saves time, money and work. In contrast, Loss or destruction of archival documents can cause political, administrative, or legal management difficulties and thus harm the state. We adopted the descriptive method in addition to conducting interviews with officials in the department in the purpose of collecting the necessary data to discover the extent to which archives contribute in planning sustainable development. We reached, at the end, the conviction that the creation of guidance documents is vital to activate the role of archives in this context. [ABSTRACT FROM AUTHOR]

Abstract (Arabic): لقد بدأ الاهتمام بالأرشيف بشكل واضح منذ حلول الثورة الفرنسية وكانت النظرة المتداولة حوله هي الوثائق التاريخية وخاصة دورها في خدمة الإرث الثقافي والبحث التاريخي، لتأتي النظرة الأمريكية خلال الحرب العالمية الثانية وتمثلت في نظرية الأعمار الثلاثة لتشلينبورغ 1956 Schellenberg والتي أعطت مجالا أوسع للأرشيف يبدأ منذ نشأة الوثيقة الإدارية ولا أحد ينكر أن الإدارة هي المحرك الرئيس لكل حركات الإصلاح والتنمية المستدامة في المجتمع، ويظهر دور الأرشيفي من خلال إتباع طرق فعالة في استرجاع الوثائق وفي وجود أنظمة تصنيف ووصف وأنظمة آلية قادرة على تحديد المسار الصحيح للوثائق وتحديد قيمتها في كل مرحلة، والأهم هوالوصول السريع للوثائق المناسبة لكل وحدة إدارية لتشمل الأهمية دور الوثائق في التخطيط للمشاريع المختلفة وفي كل العمليات الإدارية الأخرى والاعتماد على المعرفة اولتكنولوجيا بتعدد الوسائط وشيوع الأعمال الالكترونية، ومن جانب آخر تعرف التنمية المستدامة بأنها التنمية التي تُلبي احتياجات البشر في الوقت الحالي دون المساس بقدرة الأجيال القادمة على تحقيق أهدافها، وتركز على النمو الاقتصادي المتكامل المستدام والإشراف البيئي والمسؤولية الاجتماعية، وهي عملية تطوير الأرض والمدن والمجتمعات، وكذلك الأعمال التجارية بشرط أن تلبي احتياجات الحاضر بدون المساس بقدرة الأجيال على تلبية حاجاتها، ولتوجيه إسهام الوثائق في خدمة التنمية الحديثة التي تعطي أولوية للموارد وعدم استنفاذها وللبيئة، أيضا فإن المعلومات التي تتضمنها الوثائق سواء ذات القيمة الأولية بأنواعها إدارية أومادية أوقانونية، والمسلم بها في التخطيط لانجاز المشاريع بالرجوع إلى الملفات والتقارير السابقة وذات العلاقة أو القيمة الثانوية العلمية أو قيمة الإثبات، والتي لا يمكن ربط أهميتها بالبحث التاريخي فحسب إنما تتعداه لتتضمن أسرار ومفاتيح للتنمية ومن المؤسف أن أكثر تلك الوثائق احتفظت بها الدول المستعمرة في بعض الدول النامية، والأكثر أسفا أن البعض منا مازال يتساءل هل فعلا الوثائق تحتاج كل الاهتمام الذي توليه لها الدول المتقدمة، حيث عند البدء في دراسة مشروع معين تعود إلى تجارب وثيقة الصلة بدلا من البدء من الصفر حتى في مناطق أخرى لاستقراء عوامل النجاح وعدم تكرار الجهود وعدم تضييع الوقت وتحقيق وفرات مالية سواء على المستوى الزراعة أو الصناعة أو في تنمية الوحدة الوطنية إوذكاء الوعي القومي ومعرفة الاتجاهات، ويُساهم الأرشيف في دعم صنع القرار والحكم الرشيد والشفافية، كما يعد البرهان القانوني لإثبات الحقوق الجماعية أو الفردية ويسهم في توفير الإحصائيات والخرائط وتسويق المنتجات والأمثلة من الواقع كثيرة ومتنوعة، ولقد اعتمدنا المنهج الوصفي والمقابلة مع مس ؤولي المصلحة لجمع البيانات بهدف معرفة مدى إسهام الأرشيف في التخطيط للتنمية المستدامة وتم التوصل إلى انه لابد من وجود وثيقة توجيهية لتفعيل دور الأرشيف في هذا السياق.
