    الوصف: Observational research benefits from a rich methodological foundation of registry development and operation published in international and national guidelines. Metadata management is an essential part of registry implementation based on concepts of data elements and value sets. The metadata from six German registries revealed vastly divergent interpretations of the concept of data elements. The different perspectives of research questions, data acquisition and data storage were all represented in the registries’ catalogs of data elements. Consequently, the whole life cycle of a registry needs to be accompanied by a catalog of data elements, which has to be continuously adapted to the changing perspectives. A standard for the representation of those metadata is still missing. The FAIR Guiding Principles introduce important methodological requirements, but the tools for their fulfillment in respect to the management of metadata are still in its infancy.

    الوصف: Over the last decade there has been increasing concern about the biases embodied in traditional evaluation methods for Natural Language Processing/Learning, particularly methods borrowed from Information Retrieval. Without knowledge of the Bias and Prevalence of the contingency being tested, or equivalently the expectation due to chance, the simple conditional probabilities Recall, Precision and Accuracy are not meaningful as evaluation measures, either individually or in combinations such as F-factor. The existence of bias in NLP measures leads to the ‘improvement’ of systems by increasing their bias, such as the practice of improving tagging and parsing scores by using most common value (e.g. water is always a Noun) rather than the attempting to discover the correct one. The measures Cohen Kappa and Powers Informedness are discussed as unbiased alternative to Recall and related to the psychologically significant measure DeltaP. In this paper we will analyze both biased and unbiased measures theoretically, characterizing the precise relationship between all these measures as well as evaluating the evaluation measures themselves empirically using a Monte Carlo simulation.

    مستخلص: Timely estimates of employment in nonprofit organizations can be created by matching information collected directly from the sector to other databases. Coverage of employment reported by nonprofit entities is established for 2003 by matching IRS Forms 990/990-EZ and a Registry of nonprofits to the BLS Quarterly Census of Employment and Wages (QCEW). The match reveals nonresponse and match errors that are overcome by imputation, editing, and modeling. Estimates of employment in nonprofit charitable organizations are substantially larger than prior reports. As many nonprofits and some nonprofit employees are excluded from the QCEW universe, an alternative approach to estimating employment would match the Form 990/990-EZ and the Registry to IRS Forms 941 and W-2. This alternative became available in 2005 and may be more timely and complete than the QCEW match. [ABSTRACT FROM AUTHOR]

    مستخلص: SIPP is now in its ninth year of data collection. Measurements collected have advanced understanding of poverty, program eligibility, and simulation of alternatives to the current tax and transfer programs of the U.S. At the same time, nine years of measurement disclose limitations for the scientific design that is currently used. Inconsistencies in the responses collected in different interviews (the seam problem), the large number of censored spells during which respondents are eligible for welfare, or receive welfare transfers, and the failure of analysts to exploit identical measures taken from independent samples that are taken in the same month all point to the need to rethink the scientific design for SIPP. This paper presents a framework for thinking about a new design; the framework integrates the underlying purposes of SIPP, thinking about troublesome problems of response error, and constraints in the operational aspects of large surveys. SIPP can provide measurements for the study of the change in the economic well-being of individuals. Analysis of SIPP can service legislation and administration affecting social services, income support, a work role, and taxation for persons with the least capabilities and opportunities in the society. Other purposes can be met by SIPP, and readers will be able to test their own objectives for a social and economic measurement within the framework that follows. [ABSTRACT FROM AUTHOR]

    مستخلص: The purpose of this article is to discuss the duration of the Survey of Income and Program Participation (SIPP) panel. The current design calls for a 32-month measurement period for each individual in the panel. To consider alternatives, we must be cognizant of the need for data on income, program participation, and wealth that follows the experiences of individuals for a period of time. The article begins with a skeletal review of the manner in which data on income distribution have been analyzed for policy purposes in recent years. The essential requirements for longitudinal data that will meet policy needs are sketched. The characteristics of the SIPP design and the resultant capacity to produce the longitudinal information required are then outlined. A discussion of the feasibility of extending the panel follows. Finally, the article illustrates the implications of a variety of extensions that provide a minimum of 5 years of data for a target population. We conclude that the SIPP design can achieve far more with no increase in cost, if the panel is extended. [ABSTRACT FROM AUTHOR]

    مستخلص: Law, mission, and information management practices inhibit access to computerized administrative records produced by state government. Research use or secondary analysis is not on the agenda of the agency administrator. Computerized records are not routinely maintained or preserved. Records managers and archivists for public records do not participate in decisions about retaining or destroying computerized records. These findings emerged from a recently completed cooperative study conducted by the University of Wisconsin--Madison and the State Historical Society of Wisconsin on the impact of automation on state agency records keeping practices. In addition, changes in rules for access, computer-based technologies, pressures to maintain routine administration in the face of high turnover in data processing staffs, reduced budgets, and legislation to reduce paperwork pose a threat to the retention of administrative records. This article discusses the implications of the findings and trends, provides examples of data delivery failures, and recommends changes in law and administrative behavior.
