الوصف: Alep, seconde ville de Syrie, est classée au titre du patrimoine mondial depuis 1986 ; la municipalité a très vite mis en œuvre, avec la collaboration de la GTZ, l’agence allemande de coopération pour le développement, un vaste projet de réhabilitation de la vieille ville qui commence aujourd’hui à porter ses fruits. La confrontation des perceptions et des modes d’actions sur la ville des différents acteurs – politiques et institutionnels, économiques, habitants – et l’analyse de leurs stratégies face à la patrimonialisation permettent de comprendre leur rapport à la ville. Apparaît alors un décalage entre l’instrumentalisation du patrimoine par l’acteur institutionnel qui s’inscrit dans une démarche de développement économique et de valorisation de l’image de la ville en vue de sa mise en tourisme, et l’investissement quotidien des quartiers en transformation par les habitants et les petits commerçants qui définissent ainsi un patrimoine populaire.
Aleppo, Syria’s second city, has been listed as a World Heritage Site since 1986. In collaboration with the German Agency for Development Cooperation (GTZ), the municipality has quickly implemented a major project to rehabilitate the Old City. Fifteen years later, it is possible to see the first outcomes of this project. The collision of the differing players in the city, their varying perceptions and modes of operation - from political, institutional and economic actors to residents - as well as the analysis of their strategies to deal with the urban heritage, sheds light on their relationship to the city. A gap appears between instrumenting the cultural heritage by the institutional actor who works for the city’s economic and touristic development and trying to enhance its image, and the daily residents and shopkeepers investments, that, as such, define a common heritage.
حلب ثاني أكبر المدن في سوريا، وقد صنّفت منذ العام 1986 ضمن التراث العالمي؛ سرعان ما طبّقت المحافظة، بالتعاون مع وكالة GTZ الألمانية للتعاون من أجل التنمية، خطةً واسعةً لإعادة تأهيل المدينة القديمة بدأت تقدّم ثمارها عشية الانتفاضة. يمكننا بمقارنة تصورات مختلف الفاعلين، السياسيين والمؤسساتيين والاقتصاديين والسكان، عن المدينة وأساليب فعلهم فيها، وتحليل استراتيجياتهم في مواجهة التحويل إلى تراثٍ، تحليلُ صِلاتهم بالمدينة. فتظهر عندها مسافةٌ بين استغلال الفاعل المؤسساتي للتراث، والذي يندرج ضمن خطوة تطويرٍ اقتصاديٍّ وإبرازٍ لصورة المدينة بهدف تسويقها سياحياً، واستثمار السكان وصغار التجار اليومي للأحياء المتحوّلة، معرّفين أنفسهم بالتالي بوصفهم تراثاً شعبياً.
