    مستخلص: From the perspective of peripheralised countries, internationalisation is imbalanced and hegemonic, as it is predominantly constructed by universities in the Global North. We explore the imbalanced internationalisation from the cases of sub-Saharan Africa through the dominance of Western knowledge systems and brain drain; China through isolation and playing 'catch up'; and Indonesia through the financial crisis, the bailout conditions of the International Monetary Fund and World Bank and marketisation. By taking the cases of sub-Sahara Africa, China and Indonesia, this article problematises the idea of internationalisation and argues that it further relegates universities from the peripheralised countries to the margin.

    مستخلص: This article offers narratives of individual journeys through the scholarship of leading in three different contexts--Asia, Europe, and Africa. Together, these narratives argue for the need to make explicit the diversity of practices of the scholarship of teaching and learning (SoTL), with each practice inextricably tied to specific geographical, sociocultural, and political contexts. In offering these contextual specificities, we call on all who engage in SoTL to exercise reflexivity in thought, language, and action--to actively foreground our mental models and assumptions about SoTL and what it looks like for ourselves and for others; to sensitively engage scholars who do not share our context; and to strive toward an inclusive mindset and practice that will situate all of us within the "international" of an international organization. We highlight the problems of language, meaning, and translation; and the challenge scholars from "different shores" face in engaging with "other" shores.

    مستخلص: There have been various higher education policy reforms at regional level to overcome the challenges and impacts of globalization in the current knowledge based global economy. Universities have already been involved in various internationalization processes establishing both bilateral and multilateral cooperations across borders. Through various integration schemes, regional organizations like the European Union (EU) and its Commission, the African Union (AU) and its Commission are engaging in policy harmonization processes to foster more integration and provide regional remedies for the common challenges of globalization in their respective regions. Researchers also engaged in academic debates and analyze various higher education system integration discourses at professional level. Most of the theories used in higher education discourses however are borrowed from other disciplines and when terms and concepts from other disciplines migrate to the higher education sector and vice versa there is fertile ground for confusion and misunderstanding unless they are conceptually framed and analyzed. This particular article focuses on theories of regional integration and higher education harmonization discourses. It discusses the process of policy harmonization in higher education and interprets the notions of regional integration theories in the interpretive paradigms of informal/formal, top-down/bottom-up, proactive/reactive, gradual/quantum leap and internally driven/ externally driven relationships in policy formulations. These interpretive paradigms provide a theoretical perspective on conceptual framework of higher education harmonization and integration schemes form the neo-functionalist and intergovernmentalist point of view.

    مستخلص: This article explains why there are so few world-class universities in the Middle East and North Africa (MENA) region today. It first summarises the systemic exogenous economic, political and social problems facing all countries in the region, and the impact of these on the development of their higher education sectors in recent times. Then, with reference to the "Times Higher Education" and Webometrics rankings of the world's leading universities, the article describes several endogenous explanations for the absence of world-class universities in the 19 countries of the MENA region. These include the lack of strategic investment in research and teaching in local universities; the absence of intellectual freedom and the constraints imposed on the free expression of ideas in all MENA universities; the failure of universities in the region to encourage, monitor and reward high-quality and high-impact research (and teaching) in the natural and social sciences, the humanities and the liberal arts; and the anti-scientific mind-sets of local ruling political elites, many Islamic theologians, and those who are responsible for the oversight and administration of universities in the region. The limitations of this exploratory study and suggestions for future research are then described. The article concludes by explaining why it is highly unlikely that the political and educational leadership of countries in the MENA region will initiate the institutional higher education reforms that would be required to build world-class research-teaching universities in the foreseeable future.

    مستخلص: Although the determinants of trust in governments have received significant attention in the literature on political trust, there has been no attention paid to whether environmental concerns affect governmental trust. Yet, if individuals are worried about local and global environmental degradation, they may think that the government has failed in providing them with the best living conditions. Hence, it is plausible to expect local and global environmental concerns and trust in government to be inversely correlated. Using 2005 data from 24 countries, this hypothesis is tested against competing theories of civic participation, interpersonal trust, and economic considerations to explain individual trust in government. Multilevel models that specify the impact of individual- and national-level factors provide evidence that global environmental concerns do actually matter.

    مستخلص: This article examines some of the pertinent challenges arising out of personal experiences encountered through teaching religion and theology within an African environment. What the author describes as the "new Africa" in his title is a continent that has transitioned from slavery and colonialism into a global fraternity of democratic governance, access to wealth, sophisticated media technologies. In addition, the rise of new religious movements of both Christian and non-Christian persuasions following political and economic liberalizations and media explosion in Africa has been phenomenal. The author added that the rise of African migrant churches in the Diaspora has emerged as an important field of study and all indications are that the relationship between religious globalization and Religious Education may be more complex than people think.

    مستخلص: In this study, we explore the global effect of the Internet on democracy over the period of 1992 to 2002 by observing the relationships between measures related to democracy and Internet prevalence. Our findings suggest that while Internet usage was not a very powerful predictor of democracy when examining full panel data from 1992 to 2002, it was a stronger predictor when we study data from just the years 2001 to 2002. We hypothesize that the jump in the ability of Internet penetration indicators to explain variation in democratization that occurred in 2000 suggests that the Internet may have only recently come into its own as a positive force for democratization. However, these results are not globally consistent, and we show that some regions do not enjoy a positive Internet/democracy correlation suggesting that the Internet can be used both as a tool for democratization as well as an instrument for authoritarianism.     مستخلص: An interdisciplinary focus on the teaching of African geography is presented in this module, arranged by three major topics. Topic I stresses the African view that water is the sustainer of life, presents a case study of the Nile River, and discusses the significance of rivers as natural boundaries that delineate political units. Topic II gives examples of the city as the symbol of modern life throughout Africa and presents information on East African coastal cities, "new" cities, colonial cities, capital cities, traditional cities, and rejuvenated cities. The challenges of urbanization and upgrading rural life are discussed. Topic III discusses economic and political independence. It presents information on how pre- and postcolonial Africa produced and distributed its goods and services. Also investigated is the economic potential of regional groupings. A bibliography, a list of institutions that deal with developing nations, and a map of Africa are included. (Author/DB)

    مستخلص: This paper addresses some of the general issues of international cooperation within the context of distance education. Examples of the types of international cooperation are introduced in order to explain some of the pitfalls that can occur when coordinating organizations on an international level. Extensive discussion is undertaken concerning international cooperation at the multilateral level to point out how the features of distance education can effectively benefit larger units of people and accelerate development through collaborative ventures, including arrangements involving aid agencies and developing countries or arrangements among nation states. It is concluded that, although economic factors, political influences, and a host of other mediating factors may directly affect the basis for cooperation at the international level (North-North, South-South, or North-South arrangements), the potential outcomes of such cooperation include an improved lifestyle for distance education students, increased literacy, and the encouragement of rapid growth and development in many developing countries.
