الوصف: As agendas for data-driven measures of excellence dominate policy in UK Higher Education (HE), we argue that the generic structure of national policy frameworks virtually silences regional voices. This furthers a territorially agnostic discourse about universities, downplays institutional history and purpose, risks concealing innovative practices, and fails to tackle entrenched inequalities. In response, we point to the value of live, place-based debate in HE institutions to highlight distributional inequity, raise local voices and connect these with national policy. Yet even as we compiled this article about HE debate, the Covid-19 pandemic took hold globally, cancelling face-to-face meetings, by necessity. We therefore draw on a postdigital perspective, as we share our individual dialogues in support of debate, via collective writing, against this new backdrop of social distancing and widespread uncertainty. We may not currently be able to convene our Midlands HE Policy Network (MHEPN) debates in person, but we can voice the essential part that regional universities play in connecting global technological and biological change, with local social projects, citizens and industry. Postdigital theory offers one route to understanding that Covid-19 does not sit apart from other political economic challenges in HE and beyond, that we need to debate simultaneously.

الوصف: Many governments attempt to improve national higher education through the competitive support of universities. These policy approaches raise questions about the impact on the entire system—both in research and educational—of targeted support for a small number of universities. Addressing challenges in the measurement of university excellence initiatives are among the most vital topics in research evaluation due to the central roles they often play in national research and university policy efforts. Using data from the Russian University Excellence Initiative (RUEI), we measure the spillover effects of such focused support and demonstrate that a broader impact does exist. In particular, we examine the performance of higher education institutions that were not part of RUEI and were not directly supported by it. We compare the university performance in regions both with and without RUEI universities. In doing so, we measure the indirect impact of RUEI on the higher education sector at the regional level. We show a positive effect on the level of publication activity that has recently become apparent. However, there has been no effect on the share of young faculty, international collaboration in publications, or the quality of enrollment. Judging from the broader research policy\research evaluation perspective, our study sheds light on the systemic effects of excellence initiatives, which are often neglected. Besides, excellence initiatives could trigger a change in the approach to evaluating research. So government should develop measure properly, taking into account various consequences, some of which are considered in our article.

الوصف: The globalization of the idea and evaluation processes of educational systems lead to the emergence of the debate about the relation between the homogeneity of the abstract universal models and the heterogeneity of the experiences with the evaluation in each national context. Therefore, such relationship is taken as the guiding principle of this article: the scenarios of the assessment of higher education in Brazil, Portugal and England are here scopes for a comparative analysis with the central purpose of characterizing and situating them in the broader or global context of state and supranational regulation. The National System of Evaluation of Higher Education (SINAES) in Brazil, the Portuguese Evaluation and Accreditation System (coordinated by the Agency for Evaluation and Accreditation of Higher Education, A3ES, a private law foundation), as well as the recent Teaching Excellence Framework (TEF) from the United Kingdom serve as corpus for this study. The main conclusions of the study revolve around the narrowing of the relations between education and economics in higher education, expressed in the conceptions, regulations, criteria and the political and social uses of the evaluation systems of this level of education in the countries analyzed.

الوصف: Campus spatial development has attracted relatively little scholarly research, yet through time major moves reflect and interact with broader policy, design, and societal trends. The city campus as a high-density, mixed-use knowledge precinct has emerged as a distinctive type. Its growing prominence points to the convergence of interdependent trends in urban life, higher education, and economic growth. This article describes, contextualises, and reflects upon the physical evolution of the University of Technology Sydney (UTS) in central Sydney. The narrative identifies several distinct development phases: from the urban renewal of a rundown inner-city precinct through comprehensive replanning following the tenets of high modernism, then adaptive reuse and heritage conservation, to architectural design excellence. In the process, it has become an Australian exemplar of a “tech transformed” contemporary city campus.

الوصف: In the era of the knowledge and digital economy today, technology is no longer meant as a tool to increase productivity. Instead, it becomes a critical factor in creating added value. Higher education as an institution that is responsible for advancing science while producing innovative products of high economic value needs to be encouraged as a Centre of Excellence (CoE). Among others, Legal-Entity Higher Education Institution/Perguruan Tinggi Badan Hukum (PTN-BH) is considered more potential to become CoE in Indonesia because it has the autonomy of academic and non-academic management. Utilizing CoE criteria such as financial/funding, cooperation, governance, academic, and research-innovation, a gap analysis was conducted to find out what are best policies to develop PTN-BH towards CoE. This study suggests that the centre of science and technology excellence/Pusat Unggulan Iptek (PUI) can be a promising starting point towards CoE.

الوصف: Through analysis of the strategic ambitions of China’s top universities, this article studies the relationship between governance structures at the system level and strategic institutional adaptations. In China, some top universities are governed directly by the national authorities while others have regional affiliations. By analyzing the strategic plans of a sample of universities in both categories the article examines how these differences in governance modes may impact the formal ambitions and objectives of the universities and discuss the potential system implications of these different governance modes, especially related to issues of excellence and diversity. The article find that differences in governance modes do affect the strategic positioning of Chinese universities, and different ways in which governance arrangements can be used to foster both excellence and diversity in a system perspective are discussed.

الوصف: The global trend of increasing participation rates, coupled with regional goals to increase participation in higher education, such as the European Union’s Europe 2020 Strategy target of 40% of all young people to hold a tertiary education qualification by 2020, has led to a strain on public resources, and a review of funding priorities in mass higher education systems, in some cases prioritising funding towards an elite. Reforms within European higher education systems have been further prompted by the lacklustre performance of European higher education institutions in international university rankings. The paper aims to contextualise French reforms within the broader European Union agenda for the modernisation of higher education, and its focus on greater differentiation, in order to assess how this has been disseminated and translated in the French context, and how it breaks with the French egalitarian tradition. Through a policy document analysis of French and EU strategies for higher education and research and political communications and data extracted from the Ministry of Higher Education, Research and Innovation’s Excellence Initiatives scheme, the paper seeks to understand whether France is creating a multi-tiered higher education system for which no precedent has existed before. However, because of the sui generis structure of French higher education that makes it difficult to classify within the various structural models of higher education, policy implications for other countries will not be discussed. The French case will provide insights on the converging trends of globalisation, and the agency of institutional carriers such as the European Commission in interpreting and disseminating particular strategies.

الوصف: The COVID-19 pandemic led to a global transition from in-person to online instruction leaving many higher education faculty with little time or training for this responsibility. Physical therapist education programs were especially impacted since a large part of the development of skills rely on face-to-face onsite practice. This phenomenological study explored the perceptions of physical therapist educators in three countries—Brazil, Cyprus, and the United States, who transitioned to an entirely virtual medium of teaching during the pandemic. Sixteen faculty participated in 1:1 semi-structured interviews. Trustworthiness of qualitative inquiry was ascertained using triangulation, thick descriptions, and peer reviews. Four major themes emerged from analysis of participants’ interview data: adapting pedagogy in real-time, expected excellence, limitations of the medium, and informing future teaching practice. All participants described teaching during the pandemic as one of the most challenging experiences of their professional careers. Despite available resources, faculty noted challenges in making authentic connections with students, adapting to technological interruptions, assessment of student understanding of content, and managing work-life balance. Despite the challenges, faculty worked collaboratively with peers to innovate new approaches of creating social, cognitive, and teaching presence. Unique opportunities arose from the pandemic to enhance future teaching practice.
