    مستخلص: Background: This article asks the following question: how well are coal regions, affected by phase-out plans, represented in mediating commissions, to what extent do local communities participate in the decision-making process and how are the political negotiations perceived by the communities? We look at the case of the German lignite phase-out from a procedural justice perspective. Informed by literature on sociotechnical decline and procedural justice in energy transitions, we focus first on aspects of representation, participation and recognition within the German Commission on Growth, Structural Change and Employment ("Coal Commission"). Second, we analyze how to exnovate coal in two regions closely tied to the coal- and lignite-based energy history in Germany: Lusatia and the Rhenish Mining District. Results: Based on interview series in both regions, we connect insights from local communities with strategies for structural change and participation programs in the regions. We find significant differences between the two regions, which is primarily an effect of the challenging historical experiences in Lusatia. Participation within existing arrangements is not sufficient to solve these problems; they require a comprehensive strategy for the future of the regions. Conclusions: We conclude that the first phase-out process was a lost opportunity to initiate a community-inclusive sustainable transition process. As the phase-out process is not yet concluded, additional efforts and new strategies are needed to resolve the wicked problem of lignite phase-out. [ABSTRACT FROM AUTHOR]

    مستخلص: the entirety of factional peasant politics in early modern Germany cannot be refracted through the prism of Hauenstein. In the "individuated landscape" of the Holy Roman Empire, every polity displayed strong idiosyncracies.[74] Still, early modern Germany abounds with instances of tension between contradictory peasant tactics and agendas. Taken together, they suggest that the impact of oligarchic trends within peasant society on communal institutions, in particular elective office, combined with a broad range of tactical options, produced factional tensions similar to those that emerged in Hauenstein.
    In their struggle to find appropriate responses to common perils, peasants in the Wetterau-Vogelsberg region of Hessen in central Germany developed internal divisions similar to Hauenstein's.[75] Werner Trossbach has shown that throughout the late seventeenth and eighteenth centuries, the Wetterau-Vogelsberg peasants litigated against the counts of Isenburg (among others) before the Imperial Chamber and Aulic Courts to reduce or abolish various labor services and imposts. Typically, the Wetterau peasants combined their lawsuits with "demonstrative" resistance tactics, including tax-strikes, hostage-taking, and armed confrontation.[76] Questions of tactical propriety often strained relations between supporters and detractors of delegates elected to represent the peasants before the Imperial Aulic Court in Vienna.[77] Although factional divisions never dominated internal peasant politics in the Wetterau, most villages were forced to contend with the presence of "peaceable" (ruhig) peasants, who were unwilling to undergo the risks that "demonstrative" resistance entailed.     مستخلص: Serfdom in eighteenth-century western Germany is usually regarded as politically inconsequential, largely because of the relatively small material burdens it entailed. The following essay challenges this view, arguing that popular concepts of personal and collective honour strongly affected how ordinary peasants evaluated serfdom. As evidence for this, it draws on the example of a complex popular debate surrounding serfdom, which took place in the Black Forest lordship of Hauenstein between 1670 and 1745. To erase the perceived social taint of serfdom, Hauensteiners proved willing to undergo hardships that remain inexplicable from a purely economic standpoint. A full accounting of the political significance of late serfdom must therefore incorporate the impact of popular social values. [ABSTRACT FROM AUTHOR]

    مستخلص: Developing green infrastructure (GI) has drawn increasing attention as a strategic planning approach for advancing urban sustainability. The connectivity of green spaces, a central principle of GI, has been considered in planning studies regarding its structure and functions for biodiversity conservation and ecosystem services delivery; however, aspects of GI connectivity across temporal and spatial scales are rarely addressed. This paper aims to develop and apply a method for the GI connectivity analysis at multiple spatiotemporal scales. A transferable and multi-scale workable approach is presented to reveal the changes of structural and spatial heterogeneity of urban GI. Our method includes i) morphological spatial patterns analysis for central and green corridors recognition, ii) a graph-based quantification of GI connectivity based on the Conefor model, and iii) least-cost path analysis for identifying potential green corridors. We apply the GI connectivity analysis method in the Ruhr Metropolitan Area (RMA), one of Europe's largest agglomerations. We use spatial Urban Atlas data from 2006 to 2018. At the metropolitan scale, we find that GI connectivity in the RMA decreases 3.9% from 2006 to 2018, even though the general distributions of GI changes only slightly. With reference to the municipal scale from 2006 to 2018, four major types of GI connectivity changes were discovered in RMA's 15 cities, namely consistent decreasing, consistent increasing, increase followed by decrease, and vice-versa. Our findings provide new evidence on GI connectivity changes across a twelve-year difference and at metropolitan and municipal scales, as well as the identification of priority areas for increasing GI connectivity. It provides insights on the evolving and heterogenous nature of GI connectivity in support of decision-making for more sustainable metropolitan development for people and nature.
