الوصف: The mastery of urbanization around the gas field of Hassi R'mel - Algeria, between reality and public action. This paper is at the crossroads of the two themes: urban planning and environmental governance, in urban sites around major-risk gas industries. Our choice fell on the city of Hassi R'mel - Algeria, located in southern Algeria (520 km south of the capital) and home to one of the largest gas fields in the world. We are interested in highlighting the urbanization control strategies through the exurbanization process as a pilot project of the Algerian environmental policy, with a focus on the relocation project, which is one of the ten stakes of exurbanization and representing the primary factor of success or failure of this process. We favored a temporal and spatial comparative approach based on the questionnaire and the directive interview. We targeted a sample of 160 households residing in the slum of Hassi R'mel before exurbanization and 120 households among them relocated in the new city of Bellil. This survey was supplemented by semi-structured interviews conducted with 22 local urban operation actors. By analyzing their responses as well as official statistics, the results obtained show a strong inadequacy of these new places of residence to the aspirations and way of life of the households in particular at the sociocultural, spatial and environmental levels.

الوصف: Kabul is experiencing the most powerful wave of urbanization in its history. With the rapid increase of population, typical urban problems such as lowering of the groundwater table, an influx of returnees, traffic jams, deterioration of sanitation, etc., are becoming critical. In 2006, to decrease the pressure from existing Kabul and take measurements for future urbanization process, an independent board was established for the development of a new city adjacent to the existing Kabul by the name of Kabul New City (KNC). There were already 54 villages that existed there. Due to smoothly implementing the master plan and supporting the existing villages, it was necessary to prepare village development plans. As each village has its own characteristics from the urban planning perspective, therefore this research explains a method for categorization of villages through multi-criteria decision analysis; seven potential criteria were identified and rated in collaboration with experts, and Super Decision software was used as an Analytic Hierarchy Process (AHP) tool to weight the criteria. The final output is a map showing different categories of villages. It will assist the government and urban planners in choosing a clear strategy and platform for developing each individual village to be sustainable and applicable.

الوصف: This paper is aimed to show the possibility and necessity of New City-state Orientation as a new form of democracy; a new form of democracy in which city and citizenship in the light of deterritorialization and communitarianist pluralism attain a mental and cultural form instead of a bodily-civilizational form. In this paper New City-state Orientation is defined as follows: passing along the concepts of insiders and outsiders, passing along the hierarchical and vertical world to the horizontal world, non-territorialness, mental-culturalness, modification of liberalism because of its extreme individualism with the help of the communitarianist view, emphasis on the concept of “authenticity” or “valuability of difference” beyond the concept of “dignity”, the wane of the big concepts like society and the birth and proliferation of community instead of that. New City-state Orientation, in the communitarianist context and with the view of globalization, while acknowledging the legitimacy of subcultures and local and traditional cultures has taken a non-physical and non-bodily look at the category of city and citizenship.The question of the paper is how we can come to a mutual understanding between responsible citizenship and human rights today. The hypothesis of the question is that in the light of deterritorialization of city and the citizenship we can come to such a mutual understanding.The theoretical framework of the paper is the “the body without organs theory” of Gilles Deleuze and its methodology is analytical-descriptive with the use of library data.
