Its purpose is to argue in support of two claims. Firstly, the claim that discourse on what the two ideals are about, and how they are related to one another, has been impaired by a failure to pay due attention to the distinction between the question of legitimacy and the question of institutional expediency. Secondly, the claim that, when the noted distinction is taken into account, the two ideals can be shown to complement each other in their outlook at how social and political life should be organized.

The claim that the “causal-genetic method”, advocated by the school’s founder, Carl Menger, suggests itself as nucleus of an evolutionary research program. The claim that among Menger’s heirs F.A. Hayek is the one who most systematically advanced the “evolutionary elements” in the founder’s work, making them a central part of his own research efforts. And the claim that, if Austrian economics aspires to be recognized as an empirical social science, it is the Mengerian-Hayekian evolutionary paradigm, not Misesian praxeology, that qualifies for this purpose.

Firstly, that it is Buchanan’s uncompromising commitment to a methodological and a normative individualism to which his lifework owes its coherence and internal consistency. Secondly, that a principal motivating force behind his life-long research efforts has been the aim of inquiring into how the citizen-members of a democratic polity may govern themselves in mutually beneficial ways. And, thirdly, that his contractarian constitutionalism provides a paradigmatic alternative to received outlooks of liberalism, welfare economics, and democratic theory.
