الوصف: Interaktionsarbeit im Bereich personenbezogener (sozialer) Dienste ist von hohem Engagement, aber auch vielen Belastungen geprägt. Inkonsistente wohlfahrtsstaatliche Rahmenbedingungen sorgen systematisch für Spannungen, die das Personal strapazieren und vielfach in Zustände der Zerrissenheit führen. In Fallstudien aus der Altenpflege und der geförderten Weiterbildung demonstrieren die Autor*innen, dass Emotionen hierbei eine kritische Rolle spielen. Sie zeigen zudem, wie diese Zustände darauf einwirken, mit wem sich die Beschäftigten in welcher Weise verbunden fühlen und wie es um deren Widerstandsbereitschaft bestellt ist. Wie die bestehenden Verhältnisse sich ändern ließen, wird anhand sozialpolitischer Alternativen und Veränderungspotenziale durch neue Formen kollektiver Interessenvertretung diskutiert.

الوصف: The Covid-19 pandemic is turning the world upside down, affecting almost all private and public domains, including child protection. In order to shed some light on the consequences of the early months of the pandemic for organized child protection, the project "Child and Youth Welfare Services and Social Change" at the German Youth Institute (www.dji.de/jhsw) conducted a brief online survey of local Children and Youth Welfare Authorities in spring 2020. In order to frame and contextualise the empirical findings, we also conducted a narrative review of the professional discourse in spring and summer 2020. The results of our study have already been widely disseminated in the national context (e.g. Mairhofer et al. 2020, 2021 a,b,c). In addition, the final report of the study was translated into Croatian language on behalf of the Ministry of the Interior of the Republic of Croatia. With this report we would like to make selected results of our study and our literature research also available to a more general international audience. Although our survey investigated several facets of child and youth welfare services, this article only presents selected findings relating to child protection and positions them in the context of further reflections on child protection in times of pandemic. Child protection is characterized by a high degree of complexity, uncertainty and ambiguity. What is already true under "normal" conditions is even truer in the current exceptional pandemic situation, as will be shown in this article. The pandemic has acted as a multiplier, intensifying the structural challenges of organized child protection. This finding follows from a narrative review of literature and empirical results of our nationwide survey of local Child and Youth Welfare Authorities.

الوصف: Sweden has seen a rise in homelessness alongside its strained housing market. References are increasingly being made to structural problems with housing provision, rather than individual issues. Housing has been organized through the local social services, which are responsible for supporting homeless people. With a foundation in housing studies, this article analyzes the Swedish social services’ challenges and actions in a time in which affordable housing is in shortage, and housing inequality a reality, through the lens of social services. The focus is on the intersection between the regular housing market and housing provision (primary welfare system), the social services needs‐tested support (secondary welfare system), and the non‐profit and for‐profit organizations (tertiary welfare system), with emphasis on the first two. The article is based on interviews with people working for the City of Malmö and illustrates how the housing shortage problem is moved around within the welfare system whilst also showing that social services’ support for homeless individuals appears insufficient. Social services act as a "first line" gatekeeper for those who have been excluded from the regular housing market. Moreover, recently implemented restrictions aim to make sure that the social services do not act as a "housing agency," resulting in further exclusion from the housing market. The article highlights how the policies of the two welfare systems interact with and counteract each other and finally illustrates how homeless individuals fall between them. It highlights the need to link housing and homelessness in both research and practice to gain a deeper understanding of the complexities of housing markets and how homelessness is sustained.

الوصف: Community development is vital in networking and creating social capital. Local governments in Kosovo cooperate closely with their communities by offering public and social services, inclusivity, and social integration. This cooperation increases active citizenship, community development, social welfare, and local democracy. This paper aims to research and analyze the relationship between local governments and their communities, focusing on providing social services. The applied methodology included a quantitative survey of 300 respondents from three municipalities: Pristina, Fushe Kosove, and Obilic, targeting citizens aged 18 and above of both genders. The results show that local authorities in these municipalities offer community services and include their communities in policy-making and decision-making. While they also offer social services, community-based services should be restructured, and local authorities should pay more attention to empowering the community more comprehensively.

Präsentiert werden die Ergebnisse von vier empirischen Erhebungen vom ersten Lockdown bis zum Frühjahr 2021, die exemplarisch an Fachkräfte und Expert*innen-Befragungen aufzeigen, wie es um das Arbeitsfeld derzeit steht. Die Autor*innen beleuchten aktuelle Herausforderungen und Perspektiven und formulieren auf Grundlage der Studien Handlungsempfehlungen für Politik und Praxis.
