مصطلحات موضوعية: Paradigma del Desarrollo Humano, CTBTO, América Latina, Millennium Project, OPANALAbstractThis paper addresses the issue of the positive contribution of the human development paradigm and the CTBTO (Comprehensive Test-Ban Treaty Organization) to the process of globalization. For a better understanding their relevance, a brief historical conceptual context is presented when each one is discussed. In relation to CTBTO, we distinguished three main periods, the first one, extends from the Treaty of Peace of Westfalia (1648) to 1945 (the period of formation of Nation States in a large part of world, nevertheless, it is important to keep in mind that independence of Africa extends beyond 1945), from the end of the II World War to the falling of Berlin Wall in 1989 (the formation of two dominant economic, political and ideological blocks), and from 1989 to the present (era of multilateralism). In this context, it is discussed the contribution of the Human Development Paradigm and CTBTO in the promotion of human capabilities and welfare on the one hand, and in underpinning a more peaceful and safety world, on the other. These two, were born in this last referred period. In both cases the Latin American context is taken into account. It is our hope that in this world recently threatened by the war, our institutions and these global organizations will be able to continuing pushing these important human issues.Keywords: Human Development Paradigm, Latin American, OPANAL, History of scholarship and learning.
