In this article we analyze the vulnerability of rural populations without water rights in Chile and how they will be affected by a generalized reduction in precipitations due to climate change. Although there are many management instruments developed over the last decades, the characteristics of the Chilean Water Code, the official management instrument, have impeded its adequate administration in order to maintain its quality and availability to all the population. As a result, future subsistence agriculture production will be more uncertain, having a direct impact on the wellbeing of rural families. We propose that the best short-term and medium-term option is local environmental governance in order not to increase the risks of rural populations under the analyzed context. En este artículo se analiza la vulnerabilidad de las poblaciones rurales que no poseen derechos de agua en Chile y cómo se verán afectadas por una reducción generalizada de las precipitaciones producto del cambio climático. Sin bien existen diferentes instrumentos de gestión desarrollados en las últimas décadas, las características del Código de Aguas chileno, que corresponde al instrumento oficial para el manejo del recurso, han impedido que éste se administre adecuadamente en resguardo de su calidad y disponibilidad a toda la población. Como resultado de ello, la producción agrícola de subsistencia estará a futuro rodeada de una mayor incertidumbre, lo que incidirá en el bienestar de las familias rurales. Se propone que la gobernanza ambiental local es la mejor opción a corto y mediano plazo para no aumentar los riesgos a los que se verían expuestas las poblaciones rurales, bajo el contexto analizado.
