Complexity of the forest sector renewal highlights the importance of efficient problem defining so that the organisations can create and capture value. Here, user perspective to innovations and value creation opportunities represents a highly promising novel approach that can significantly broaden our understanding of the value creation potential of the forest sector. In order to discover problems to solve, this study at first considers the actions taken by both forest users and industry. Through these research steps the study highlights the gap/problem, an especially undesirable one, which has been created due to the divergent actions between the forest users and the industry. Considering reasons behind the gap frames and formulates problems and opportunities so that organisation is able to create and capture value. For this reason the study identifies and analyses how the forest sector structure or configure facilitates or prevents innovation activity and value creation from user perspective.
