| Abstract (English): |
For the citizen to evaluate a public service needs to have access to information, not surprisingly, the issue of transparency has gained more expression. In this context, based on the analysis of the indicators of municipalities that have quality certification in the Intermunicipal Communities of Coimbra and Viseu Dão Lafões, it is intended to assess whether those that are certified have better results in terms of administrative and financial performance than the Which are not certified. Related themes will be explored, such as the transition to NP EN ISO 9001: 2015 and the existence of an internal auditor career. In terms of methodology, a number of methods are used (documentary analysis and telephone interview sheet), with analysis of results using descriptive statistics. The conclusions point to a better performance of municipalities that are certified and, in terms of future perspectives, other areas of public administration may be studied. [ABSTRACT FROM AUTHOR] |

Para que o cidadão possa avaliar um serviço público necessita de ter acesso a informação, não sendo de estranhar que a temática da transparência tenha vindo a ganhar maior expressão. Neste contexto, a partir da análise aos indicadores dos Municípios que têm certificação da qualidade nas Comunidades Intermunicipais Região de Coimbra e Viseu Dão Lafões, pretende-se aferir se os que se encontram certificados possuem melhores resultados em termos de desempenho administrativo e financeiro do que os que não estão certificados. Serão exploradas temáticas conexas, como a transição para a NP EN ISO 9001:2015 e a existência de uma carreira de auditor interno. Em termos de metodologia recorre-se a vários métodos (análise documental e folha de dados por entrevista telefónica), com análise dos resultados através da estatística descritiva. As conclusões apontam para um melhor desempenho dos municípios que se encontram certificados e, em termos de perspetivas futuras poderão ser estudadas outras áreas da administração pública.
