| Abstract (English): | The establishment of an operational risk assessment framework (ORAF) for effective management of risks is vital to any organization. An ORAF at the Ministry for Primary Industries (MPI) Plant Health and Environment Laboratory (PHEL), Auckland, New Zealand has identified the key risks in the laboratory operations and methods for mitigating and managing these risks. Ultimately, clear accountabilities have been set for risk management so that PHEL can maximize its ability to meet its strategic objectives and the wider goals of MPI. In addition, this framework provides an opportunity to affirm the effectiveness of the existing business process and continuously builds upon it to address gaps and also centralizes risk management information for staff. This study presents the steps that PHEL has undertaken to develop, implement and enhance its ORAF. The potential risks faced by plant diagnostic laboratories, planning of staff resources and development of the tools required to undertake risk assessment activities are included. This study also explains how the laboratory implements treatment plans, mitigates risk events and monitors and maintains the framework. Finally, this study explains some of the challenges faced by PHEL during the establishment of the ORAF. [ABSTRACT FROM AUTHOR] |
| Abstract (French): | Une démarche opérationnelle d’évaluation du risque pour un laboratoire de diagnostic en santé des végétaux: La mise en place d'une démarche opérationnelle d’évaluation du risque pour la gestion effective des risques est essentielle à toute organisation. Une telle démarche développée en Nouvelle‐Zélande au sein du Laboratoire Santé des Végétaux et Environnement du Ministère des Industries Primaires, a permis d'identifier les risques clefs relatifs aux activités de laboratoire, ainsi que les méthodes nécessaires pour atténuer et gérer ces risques. Enfin, des responsabilités claires en termes de gestion du risque ont été définies, de sorte que le laboratoire puisse maximiser sa capacité à remplir ses objectifs stratégiques, ainsi que les objectifs plus larges du Ministère. En complément, cette démarche est l'opportunité d'affirmer l'effectivité des processus de travail existants, de les renforcer continuellement par la gestion des manquements, ainsi que de centraliser les informations de gestion du risque pour le personnel. Cet article présente les étapes que le laboratoire a entreprises pour développer, mettre en application et valoriser cette démarche. Les risques rencontrés par les laboratoires de diagnostic dans le domaine végétal, la planification des ressources humaines et le développement d'outils en vue de soutenir ces activités d’évaluation du risque y sont inclus. Cet article présente également comment le laboratoire met en application des plans de traitement, prévient les événements à risque, suit et maintient le dispositif. | Abstract (Russian): | Oпepaтивный мexaнизм oцeнки pиcкa для фитocaнитapнoй диaгнocтичecкoй лaбopaтopии: Coздaниe oпepaтивнoгo мexaнизмa oцeнки pиcкa (ORAF) в цeляx эффeктивнoгo yпpaвлeния pиcкaми кpaйнe вaжнo для любoй opгaнизaции. ORAF фитocaнитapнoй и экoлoгичecкoй лaбopaтopии (PHEL) пpи Mиниcтepcтвe Ocнoвныx Oтpacлeй (MPI) oпpeдeлил ключeвыe pиcки, вcтpeчaющиecя в oпepaцияx и мeтoдax лaбopaтopнoй paбoты для cмягчeния этиx pиcкoв и yпpaвлeния ими. B кoнeчнoм итoгe были чeткo пpoпиcaны мoмeнты пoдoтчeтнocти в вoпpocax yпpaвлeния pиcкoм, c тeм чтoбы PHEL мoглa мaкcимaльнo иcпoльзoвaть cвoи вoзмoжнocти oтвeтa нa пocтaвлeнныe cтpaтeгичecкиe цeли и, в бoлee шиpoкoм cмыcлe, в cooтвeтcтвии c цeлями MPI. Кpoмe тoгo, этoт мexaнизм дaeт вoзмoжнocть пoдтвepдить эффeктивнocть тeкyщeгo бизнec‐пpoцecca, пpичeм oн пocтoяннo кoнцeнтpиpyeтcя нa cлaбoм звeнe, чтo пoзвoляeт цeнтpaлизoвaннo дoвoдить дo coтpyдникoв инфopмaцию oб yпpaвлeнии pиcкoм. B paбoтe пpeдcтaвлeны шaги, кoтopыe PHEL пpeдпpинялa для paзpaбoтки, ocyщecтвлeния и yлyчшeния ee ORAF. B cтaтьe paccмaтpивaютcя тaкжe пoтeнциaльныe pиcки, c кoтopыми cтaлкивaютcя фитocaнитapныe диaгнocтичecкиe лaбopaтopии, плaниpoвaниe кaдpoвыx pecypcoв и paзpaбoткa инcтpyмeнтoв, нeoбxoдимыx для oцeнки pиcкa. B cтaтьe тaкжe дaeтcя oбъяcнeниe тoгo, кaким oбpaзoм лaбopaтopия пpoвoдит ocyщecтвлeниe плaнoв oбpaбoтки, cмягчeниe coбытий pиcкa, a тaкжe кoнтpoль и пoддepжaниe этoгo мexaнизмa.
