Tourism is today one of the most developed industries in the world, having become one of the most important sectors in international trade, as this sector has become a productive sector of great importance that contributes to increasing national income, and a source of hard currencies as its revenues amounted to hundreds of billions of dollars, and the number of tourists reached hundreds millions, in addition to this the role of tourism in the development of private sector institutions and non-governmental organizations, after the expansion of the sectors and services concerned with them, and the enormous infrastructure required to support them such as (transportation, banks, financial institutions, advertising and advertising institutions ... etc.), which made this sector is a target for economic development programs. Iraq possesses the elements of tourism development, as it is one of the most important countries in which the terrain is varied, in addition to having a civilization that is thousands of years old, and besides that Iraq contains the most important holy shrines for the prophets and the righteous saints spread throughout the country, which makes Iraq one of the most important tourist attractions in the event The development of this pioneering sector in the process of economic development, which can be one of the most important economic resources of the country, in addition to the oil whose prices are changing from time to time. تعد السياحة اليوم واحده من اكثر الصناعات نموًا في العالم، بعدما أصبحت من أهم القطاعات في التجارة الدولية، إذ اصبح هذا القطاع قطاعا انتاجيا ذات أهميةً كبيرةً يسهم في زيادة الدخل الوطني، ومصدرًا للعملات الصعبة إذ بلغت عائداته مئات المليارات من الدولرات، وبلغ اعداد السائحين مئات الملايين، فضلا عن ذلك دور السياحة في تنمية مؤسسات القطاع الخاص والمنظمات غير الحكومية، بعد اتساع نطاق القطاعات والخدمات المعنية بها، وضخامة البنى التحتية الأساسية المطلوبة لدعمها مثل (النقل، المصارف، المؤسسات المالية، مؤسسات الدعاية والاعلان...الخ) الامر الذي جعل من هذا القطاع هدفًا لتحقيق برامج التنمية الاقتصادية. ويمتلك العراق مقومات التنمية السياحية اذ يعد من اهم البلدان التي تتنوع فيه التضاريس فضلا عن امتلاكه حضارة عمرها الاف السنين والى جانب ذلك يحتوي العراق على اهم المراقد المقدسة للأنبياء والاولياء الصالحين والمنتشرة في جميع انحاء البلد الامر الذي يجعل العراق واحدا من اهم مناطق الجذب السياحي في حال تنمية هذا القطاع الرائد في عملية التنمية الاقتصادية والذي يمكن ان يكون موردا من اهم الموارد الاقتصادية للدولة الى جانب النفط الذي تشهد اسعاره تغيرا بين الحين والاخر.
