The Constitution of Ecuador 2010 and the Organic Code of Territorial Organization, Autonomy and Decentralization (COOTAD) reconfigured the fiscal scenario of the Decentralized Autonomous Governments (GAD), by transferring responsibilities to manage the collection of their own income. For this reason, this research aims to develop a methodology for the calculation of the patent tax based on territorial economic dynamics considering the tax capacity and economic activities of taxpayers not required to keep accounting. La Constitución del Ecuador 2010 y el Código Orgánico de Organización Territorial, Autonomía y Descentralización (COOTAD) reconfiguró el escenario fiscal de los Gobiernos Autónomos Descentralizados (GAD), mediante la transferencia de responsabilidades para gestionar la recaudación de sus ingresos propios. En tal razón, la presente investigación tiene como objetivo elaborar una metodología para el cálculo del impuesto a la patente con base a la dinámica económica territorial considerando la capacidad contributiva y las actividades económicas de los sujetos pasivos no obligados a llevar contabilidad.
