| Abstract (English): |
Variations witnessed by the last decades of the nineteenth century, imposed on the developing countries especially Arab countries, the promotion of it's educational systems for convoying the competition and confronting the challenge for the sake of existence. And the managerial, educational and the economic leaderships paid attention on improving the productive efficiency for education and to control it's quality to achieve proficiency and distinction as well as to overcome aspects of deficiency, the educational institutions are suffering from, The study aimed at sheding light on the concept of total quality in the educational institutions, it's application, it's criteria, the way of it's control, then be acquainted on it's samples and fields of it's application which total quality pioneers showed up, then presenting a proposal for the application of total quality in the educational institutions, then showing the effect of total quality principles on the development of human resources in the educational institutions. The study paiad attention as well on the conclusion which includes the results, recommendations and references. [ABSTRACT FROM AUTHOR] |

فرضت التغيرات التي شهدتها العقود األخيرة من القرن العشرين على الدول النامية ومنها العربية خاصة االرتقاء بنظمها التعليمية لمواكبة التنافس ومواجهة التحدي من اجل البقاء واهتمت القيادات اإلدارية والتربوية واالقتصادية بتحسين الكفاءة اإلنتاجية للتعليم، وضبط جودته لتحقيق اإلتقان والتميز، والتغلب على أوجه القصور التي تعاني منها المؤسسات التعليمية. واستهدفت الدراسة إلقاء الضوء على مفهوم الجودة الشاملة في المؤسسات التعليمية، وتطبيقها ومعايرها. وكيفية ضبطها، ومن ثم التعرف على نماذجها ومجاالت تطبيقها بما جاء به رواد الجودة الشاملة. ومن ثم تقديم مقترح لتطبيق الجودة الشاملة في المؤسسات التعليمية. ثم بيان آثر مبادئ الجودة الشاملة في تنمية الموارد البشرية في المؤسسات التعليمية. ثم تختم الدراسة بالخالصة التي تتضمن االستنتاج والتوصيات والمراجع.
