| Abstract (English): |
The European Commission’s Better Regulation programme has recently been reformulated, following a long evolution over the last 20 years. The article discusses this evolution and the current status of the Commission’s programme, highlighting the better regulation initiatives that have been developed by other European institutions and international organisations. Among its conclusions, the article highlights the need to be attentive to the evolution of the new “one in, one out” regulatory compensation mechanism to ensure that any administrative burden on businesses and citizens is compensated by the elimination of equivalent burdens. Emphasis is also placed on the importance of having quality data, as this is an essential requirement for transforming regulatory assessment into a circular procedure. The importance of establishing good communication between administrations is key and could also be a way to bring the lower levels of the Union closer to the shaping of European legislation, as the different territorial levels are central in the collection of data to feed ex-post evaluations. In short, a combination of political will and technical support will be needed to make the most of the potential offered by the new better regulation. [ABSTRACT FROM AUTHOR] |

El programa de la Comissió Europea Better Regulation ha estat recentment reformulat, després d’una llarga evolució en els darrers vint anys. L’article aborda la dita evolució i l’estat actual del programa de la Comissió, i destaca les iniciatives en better regulation que s’han anat desenvolupant en el si d’altres institucions europees o organitzacions internacionals. Entre les conclusions, es destaca la necessitat d’estar amatent a l’evolució del nou mecanisme de compensació normativa one in, one out per garantir que qualsevol càrrega administrativa a empreses i ciutadania es compensi amb l’eliminació de càrregues equivalents. També es posa èmfasi en la importància de disposar de dades de qualitat, ja que es configuren com un requisit indispensable per transformar l’avaluació normativa en un procediment circular. La importància de teixir una bona comunicació entre administracions és central i pot ser també una via per apropar els nivells inferiors a la Unió cap a la configuració de la legislació europea, ja que els diferents nivells territorials són centrals en la recollida de dades per alimentar les avaluacions ex post. Caldrà, en definitiva, una combinació de voluntat política i suport tècnic per treure el màxim rendiment de les potencialitats que dibuixa la nova better regulation. [ABSTRACT FROM AUTHOR] |
