| Abstract (English): |
Objective: To analyze the use and regulation of pesticides in Brazil, in the perspective of Cass Sunstein on the application of the precaution principle and, finally, the role of the Internet of Things (IoT) in the precise application of the chemical for food production in Brazil. Methodology: It is adopted the deductive method by means of bibliographic survey, legislative and documentary analysis. In addition, it is adopted qualitative empirical research to analyze data from the Food and Agriculture Organization of the United Nations (FAO) regarding the use of pesticides and the annual production of Brazil, China, India and the United States, countries with the largest food production worldwide. Results: It is concluded that economic efficiency must be considered as a condition for human dignity, without which the material conditions to provide dignity to the population are impaired. It has been demonstrated that Brazil is not the country with the highest consumption of pesticides and that the problem is related to its inappropriate use, factor that causes damage to human health and the environment, and that IoT can optimize agricultural production in all processes through more precise application of pesticides in crops. Contributions: From the analysis of the regulation of pesticides in Brazil, Cass Sunstein's perspective on the precautionary principle is presented applied to the theme of pesticides. In addition, it was discussed what characterizes the inappropriate use of this product and the role of Internet of Things (IoT) in optimizing the use of the product so its application is accurate, economical and avoids damage to the environment and human health. Objetivo: Analisar o uso e a regulação do agrotóxico no Brasil, na perspectiva de Cass Sunstein sobre a aplicação do princípio da precaução e, por fim, o papel da Internet das Coisas (IoT) na aplicação precisa do produto químico para a produção de alimentos na agricultura. Metodologia: Utiliza-se de método dedutivo por meio de levantamento bibliográfico, análise legislativa e documental. Além disso, vale-se de pesquisa empírica qualitativa para analisar os dados do Food and Agriculture Organization of the United Nations (FAO) quanto ao uso de agrotóxicos e a produção anual do Brasil, China, Índia e Estados Unidos, países com as maiores produções de alimentos mundialmente. Resultados: A pesquisa conclui que deve ser considerada como condicionante à dignidade humana a eficiência econômica, sem a qual as condições materiais para se proporcionar dignidade à população ficam prejudicadas. Demonstrou-se que o Brasil não é o país com maior consumo de agrotóxicos e que o problema reside em seu uso inadequado, fator que acarreta danos à saúde humana e ao meio ambiente, e que a IoT pode funcionar como um instrumento para otimizar a produção agrícola mediante uma aplicação mais precisa de agrotóxico na lavoura. Contribuições: A partir da análise da regulação do agrotóxico no Brasil, apresentase a perspectiva de Cass Sunstein acerca do princípio da precaução aplicada à temática do agrotóxico. Além disso, discorreu-se sobre o que caracteriza o uso inadequado deste produto e o papel da Internet das Coisas (IoT) na otimização do uso do produto a fim de que sua aplicação seja precisa, econômica e evite danos ao meio ambiente e à saúde humana.
