This research has come as a serious try to adjust rules related to Muslim Army commander, discuss its issues, which gives intensive image for the general routers entitled to Muslim Commander's view; among covered points: (1)Muslim Commander's powers in making decisions related to preparation and mobilization before combat, such as decisions related to, by disbursing zakat to strengthen the hearts of individuals who volunteer for jihad (human preparation), decisions related to preparing the army (financial preparation) and those related to military training arts (Skill "logistic" preparation) (2)Muslim Commander's powers in making decisions related to planning and announcing war before combat, such as decisions related to spying the enemy (information collection), using of non-Muslims in the battle (gathering Allies) and those related to skipping international laws and announcing war. جاء هذا البحث كمحاولة جادّة لضبط األحكام المتعلقة بقائد الجيش المسلم، وتحرير مسائلها، مما يعطي صورة مركزة للموجهات العامة للمسائل التي وكَّّلها الشارع إلى نظر القائد المسلم؛ ومما تناوله: )1(صالحيات القائد المسلم في اتخاذ القرارات المتعلقة باالستعداد والتعبئة قبل القتال، كالقرارات المتعلقة بصرف الزكاة لتأليف قلوب األفراد المتطوعين ألجل الجهاد )اإلعداد البشري(، والقرارات المتعلقة بتجهيز الجيش )اإلعداد المالي(، والمتعلقة بفنون التدريب العسكري )اإلعداد المهاري "اللوجستي"(. )2(صالحيات القائد المسلم في اتخاذ القرارات المتعلقة بالتخطيط وإعالن الحرب قبل القتال، كالقرارات المتعلقة بالتجسس على العدو )جمع المعلومات(، والمتعلقة باالستعانة بغير المسلمين في القتال )جمع الحلفاء(، والقرارات المتعلقة بتجاوز القوانين الدولية، وإعالن الحرب. وقد استخدمت المنهج االستقرائي في كتابة هذا البحث، وكان أبرز ما خرجتُ به من نتائج: أن الشريعة اإلسالمية أعطت القائد المسلم مساحة واسعة من الصالحيات، تتركز خصوصًا في التخطيط، والتدريب العسكري، والتمويل المالي. وهلل الحمد أوالً وآخرًا على توفيقه.
