The Texas Public Utility Commission will be reviewing the methods used to obtain backup electricity supplies in response to concerns raised by the Electric Reliability Council of Texas (Ercot). Ercot's new backup-services program, called the Ercot Contingency Reserve Service (ECRS), has been criticized for driving up wholesale power prices. Potomac Economics, Ercot's independent market monitor, estimated that the ECRS inflated prices by over $12 billion. Ercot has disputed these claims, stating that most players in the wholesale market hedge their positions to protect consumers from these costs.
