| Abstract (English): |
Purpose: The Purpose of this study is to determine the impact of the treasury Single account system TSA on the effectiveness of control over government cash resources by determining whether the TSA system works to unify and manage cash resources and work towards optimal exploitation of available resources. Design/methodology/approach : The study uses the inductive approach, whereby the accounting literature related to the research problem and previous studies reported on it are extrapolated and analyzed with the aim of analyzing the extent to which the Treasury Unified Account System (TSA) contributes to the control of government monetary resources. Finding: This study concluded that the treasury Single account system TSA works to effectively control government cash resources by unifying cash balances in one account, forecasting cash flows, and managing cash balances. Originality/Value/Contribution: This study is considered one of the modern scientific studies in the Egyptian environment due to the modernity of the treasury Single account system TSA, the philosophy and mechanism of implementation, and the scarcity of research that dealt with the TSA system through study and analysis and its positive effects on public money, which is represented in the effectiveness of management and control Government cash resource. الهدف الهدف من الدراسة هو تحديد اثر نظام حساب الخزانة الموحد TSA على فعالية الرقابة على الموارد النقدية الحكومية من خلال تحديد ما اذا كان نظام TSA يعمل على شفافية وتوحيد الموارد النقدية وادارتها والعمل على فعالية التخطيط النقدى والاستغلال الامثل لها. المنهج تستخدم الدراسة المنهج الاستقرائي حيث يتم استقراء وتحليل الادبيات المحاسبية المتعلقة بمشكلة البحث وما ورد بشانها من دراسات سابقة بهدف تحليل مدى مساهمة نظام حساب الخزانة الموحد TSA في الرقابة على الموارد النقدية الحكومية. النتائج توصلت الدراسة الى ان نظام حساب الخزانة الموحد يعمل على فعالية الرقابة على الموارد النقدية الحكومية من خلال توحيد الارصدة النقدية في حساب واحد والتنبؤ بالتدفقات النقدية والتخطيط النقدى الفعال والاستخدام الامثل للارصدة النقدية. الاصالة والاضافة العلمية : تعد هذه الدراسة من الدراسات العلمية الحديثة في البيئة المصرية نظرا لحداثة نظام حساب الخزانة الموحد TSA وفلسفة والية التطبيق ولندرة الابحاث التي تناولت نظام TSA بالدراسة والتحليل واثاره الايجابية على المال العام والتي تتمثل في فعالية ادارة رقابة الموارد النقدية الحكومية.
