مستخلص: The article discusses special education to visually handicapped children in the U.S. For the partially seeing student, he is expected to function and participate in society as a seeing person. Thus, the partially seeing student must be allowed to take part in the activities and experiences offered to all students. In addition to his special needs for the conservation of sight and special techniques for the most efficient use of what sight he has, the learning of this student must be based upon his developmental needs.
