مستخلص: This paper examined the issue of sustainable eco-waste management through an effective Eco-Waste Reduction and Diversion Program in Makati City. This paper investigated how a multi-stakeholders approach: local government unit of Makati, civil society, and residents of Makati with the aid of legislative measures, political will, economic/financial resources, and cooperative partnership promoted an effective solid waste reduction and diversion program in a highly urban city within the context of local eco-governance. This paper would benefit local government units (LGUs), civil society groups, and local communities in their quest for sustainable eco-waste management. This paper made the following conclusions that helped augment efficiency in public service delivery of Makati City. First, the Makati-LGU actively engaged the barangays and their communities in the reduction of solid waste by promoting institutional capacity building through the transfer of skills and technology, i.e., seminars of local communities and barangay officials, and training of eco-aides. Second, the Makati-LGU tapped the support and active participation of the private sector and civil society groups in the promotion of environmental awareness on eco-waste management and waste diversion strategies, i.e., source segregation, source reduction, and resource recovery. Third, the Makati-LGU proposed an installation users' fee for garbage collection and disposal so that all stakeholders will assume environmental responsibility. Finally, the Makati-LGU strictly enforced the Makati Solid Waste Management Code through the promotion of source segregation, resource recovery, and source reduction among various stakeholders. Participant observation through focus group discussion (FGD), perception survey on Training Needs Assessment (TNA), and key informants' interview of different stakeholders was a primary source of information in formulating the aforementioned conclusions since one of the researchers is the Planning Team Leader of the Technical Working Group of the implementing agency, the Department of Environmental Services (Makati-DES). In addition, documentary analysis, i.e., environmental laws, city ordinances, and relevant data was utilized as a secondary source of information. Data collected were interpreted and analyzed in the context of indicators of good local ecogovernance proposed by Brillantes (2003) and the United Nations Development Programme (UNDP).
