مستخلص: Municipal Solid Waste Management (MSWM) is still one of the key challenges that are facing Lebanon for more than four decades. Investigations to understand the drivers and barriers affecting sustainable solid waste management has been undertaken, especially that MSW is related to many different sectors. Increasing production of waste, minimal available land for storage and disposal in urban areas, and the limited development of appropriate strategies and legislation for waste management has led to a crisis in Lebanon. This paper aims to highlight the current trends in municipal solid waste and address the main barriers by focusing on governance, transparency and accountability in this sector. It reviews the existing legal policies and profiles available for the management of solid waste; assess the situation, and presents observed evidence. Findings indicate that governance is largely the dominant role of the Lebanese government where its administrative system is an essential factor in determining the implementation of solid waste management (SWM). The absence of good governance has negatively impacted on its performance. For example, adequate steps to achieve sustainability; adequate legislations and guidelines; technical capacity; and adequate fund allocated and priority into the mainstream of the government agenda are not being taken. To effectively succeed in the solid waste management in the country, different scenarios have been provided. As a conclusion, a reconsidering of the current top-down approach to waste governance is immediately required away from mono-dimensional angle and viable solutions based on the interaction of technical, financial, economic, social, institutional, and political aspects for a sustainable waste management, in addition to transparency and accountability in the implementation of each process should be taken.
