The COVID-19 Pandemic has caused a worldwide humanitarian crisis. This disease has caused not only health problems but also an economic crisis. Waqf as a religious institution has a direct functional relationship with socialhumanitarian issues. This study aims to develop Waqf Core Principles (WCP) policies for the economic recovery of Indonesia during the COVID-19 Pandemic. The research was conducted by analyzing policy scenarios using technical Interpretative Structural Modeling (ISM). Based on the mapping quadrant, the sub-element critical to achieving the WCP goal of national economic recovery is the arrangement of legal foundations. Obstacles that are key sectors to be anticipated in the development of waqf policies in the recovery of the national economy are the improvement of nazhir literacy and the arrangement of SOP regulations in a systematic and integrated manner in the aspects of governance, supervision, and risk management. The sub-element of the legal foundation arrangement is in sector 4, an independent factor (strong driver - weak, dependent variable). The study results recommend that the WCP economic recovery document be prepared flexibly and effectively for Standard operational Procedures for managing waqf funds professionally and sustainably.
