Постановка проблеми. Забезпечення національних інтересів, безпеки держави вимагає постійного пошуку і вдосконалення стратегічного управління у сфері протидії злочинності, особливо в умовах російсько-української війни. Зараз діяльність вітчизняного правоохоронного сектору тісно пов’язана із запровадженням європейських стандартів у сфері протидії злочинності, тому виникла нагальна потреба перейняти передовий міжнародний досвід у протидії злочинності, зокрема й щодо застосування в діяльності правоохоронних органів такого важливого заходу, як стратегічне управління (Intelligence-Led Policing, Державна автоматизована система кримінологічної інформації, методології "Оцінка загрози з боку особливо небезпечних форм організованої злочинності"). Тому метою статті є характеристика методологій стратегічного управління у сфері протидії злочинності. Використано такі методи: формально-логічний – для аналізу понять "протидія злочинності", "криміногенна обстановка", "оперативна обстановка"; аналітичний – для виявлення проблем і перспектив упровадження в діяльність правоохоронних органів України нових заходів у сфері протидії злочинності. Результати. Визначено базові категорії в аспекті досліджуваної тематики, проаналізовано особливості їх застосування в діяльності правоохоронних органів, окреслено перспективи їх упровадження в Україні. Акцентовано на особливостях впровадження в Україні Intelligence-Led Policing, Державної автоматизованої системи кримінологічної інформації, методології "Оцінка загрози з боку особливо небезпечних форм організованої злочинності". Висновки. Констатовано, що правовий механізм протидії злочинності має базуватися на сучасних інструментах та підходах, які допоможуть зменшити рівень злочинності в Україні. Серед них визначено такі, як оперативний аналіз та стратегічне управління, а також упровадження й використання методологій ДАСКІ (Державна автоматизована система кримінологічної інформації), SOCTA (Serious and Organized Crime Threat Assessment), Intelligence-Led Policing (ILP), що можуть бути корисними для правоохоронних органів при розробці та реалізації стратегій протидії злочинності. Problem statement. Ensuring the national interests and security of the state requires a constant process of searching for and improving strategic management in the field of combating crime, especially in the context of the Russian-Ukrainian war. Nowadays, the activities of the national law enforcement sector are closely linked to the implementation of European standards in the field of crime prevention, so there is an urgent need to adopt the best international experience in combating crime, including the use of such important measures as strategic management in the activities of law enforcement agencies (Intelligence-Led Policing, the State Automated Criminological Information System, the methodology "Threat Assessment of Particularly Dangerous Forms of Organised Crime"). Therefore, the purpose of the article is to characterize the methodologies of strategic management in the field of crime prevention. The following methods were used: formal and logical to analyze the concepts of "crime prevention", "criminogenic situation", "operational situation"; analytical to identify problems and prospects for introducing new measures in the field of crime prevention into the activities of law enforcement agencies of Ukraine. Results. The basic categories in terms of the subject matter under study have been identified, the peculiarities of their application in law enforcement activities have been analyzed, and the prospects for their implementation in Ukraine have been outlined. A special emphasis has been placed on the peculiarities of Ukrainian implementation of Intelligence-Led Policing, the State Automated Criminological Information System, and the methodology "Threat Assessment of Particularly Dangerous Forms of Organised Crime". Conclusions. It has been established that the legal mechanism for combating crime should be based on modern tools and approaches which will help to reduce the crime rate in Ukraine. These include operational analysis and strategic management, as well as the introduction and use of DASKI, SOCTA, and ILP methodologies that can be useful for law enforcement agencies in developing and implementing crime prevention strategies.
