| مستخلص: | The use of new technology poses increasing challenges in the information field that require a balance between the information that can be given and the respect of civil rights. The research explores this phenomenon in light of what is considered public, private and sensitive information and the possibility that public institutions can consult between them information located in their databases. The case of the image in the identity card is analyzed and if it is possible that the Supreme Electoral Tribunal authorizes other institutions to consult the database that contains such information without violating civil rights. La utilización de nuevas tecnologías plantea desafíos cada vez mayores en el campo de la información que obligan a mantener un equilibrio entre la información que se puede brindar y los derechos fundamentales de las personas. La presente investigación analiza este fenómeno a la luz de lo que se considera información pública, privada y sensible; y la posibilidad de que información que se encuentra en bases de datos de instituciones públicas pueda ser suministrada entre ellas. Se analiza el caso de la imagen de la cédula de identidad, si es posible que el Tribunal Supremo de Elecciones permita consultar por parte de otras instituciones la base de datos que contiene esa información, sin violentar los derechos fundamentales de las personas. |
