| مستخلص: | The Council of the European Union (council of the EU) is the forum where gather the ministers of the countries of the EU to adopt the legislation and coordi-nate politics. It has diverse competitions, between others: approve the legislation of the EU, coordinate the economic politics of the countries of the EU, approve the annual budget, ... Taking of decisions is based in three parameters: number of members of the Council, votes assigned to each country member and population of each country. In the present work we develop a study of two types of agreement for the taking of decisions: ”qualified majority” and ”double majority”, this one has begun to be used in the year 2014. For this, we use the index of power of Banzhaf and the index of voting power of Penrose, what allows to determine the index of power of each state in the Council. Finally, also we realise an estimation of the index of power of the citizens of the different states members. El Consejo de la Uni´on Europea (consejo de la UE) es el foro donde se reúnen los ministros de los países de la UE para adoptar la legislación y coordinar políticas. Tiene diversas competencias, entre otras: aprobar la legislación de la UE, coordinar las políticas económicas de los países de la UE, aprobar el presupuesto anual. La toma de decisiones en dicho Consejo se basa en tres parámetros: número de miembros del Consejo, votos asignados a cada país miembro y población de cada país. En el presente trabajo desarrollamos un estudio de dos tipos de acuerdo para la toma de decisiones: ”mayoría cualificada” y ”doble mayoría”, este último sistema de toma decisiones se empezará a utilizar en el año 2014. Para ello utilizamos el índice de poder de Banzhaf y el índice de poder de voto de Penrose, lo que permite determinar el índice de poder de cada estado en el seno del Consejo. Por último, también realizamos una estimación del índice de poder de los ciudadanos de los diferentes estados miembros. |
