| مستخلص: | The flat and extensive geographic scope that characterizes Bogotá Savanna links the city with a dense network of traditional conurbation populations. In this circumstance, mass transportation is a pressing need that must be solved promptly, efficiently and equitably. In this environment, the proposal arose to recover the abandoned trails of the old train lines for implementing a new system, merging the urban tram and the regional train, officially named RegioTram. This system will solve the high rate of passenger mobility, traveling daily, in round trips, between the city and the urbanized sectors in some of the municipalities of the Savana. This thesis considers the relationship between the water-environmental conditions and the planning of the territory. In its development, priority was given to the analysis of the strip of land, urban and rural, adjacent to the line, benefited and affected by the operation of the Western RegioTram mass passenger transport system. The existence of wetlands, streams, swamps, and rivers is testimony to the long-lasting processes in the geological conformation of the Savana. In them, contingent phenomena also occur with cycles of seasonal and periodic floods, which overflow and affect the plain’s water balance and the community’s life. From the study of cartographies, digital images, and official information, data and information on the impact of the environmental water system caused by the reuse of the old railway were contrasted. The information review was restricted to locating reliable and credible documentation. Specific research was conducted into the route of the system and the areas where stations will be installed, some urban, most rural, and the yards and sites of technical management of the system. A Savana de Bogotá liga a capital a uma densa rede de populações urbanas tradicionais. Nesta circunstância, o transporte massivo é uma necessidade premente, que deve ser resolvida no curto prazo com eficiência e equidade. Nesse ambiente, surgiu a proposta de recuperar os trilhos abandonados das antigas linhas de trem para implantar ali um novo sistema, uma fusão do bonde urbano e do trem regional, batizado oficialmente de RegioTram. Este artigo considera a relação entre as condições ambientais hídricas e o ordenamento do território. Em seu desenvolvimento, priorizou-se a análise da faixa de terreno, urbana e rural, adjacentes à linha, beneficiados e afetados pela operação do sistema de transporte coletivo de passageiros RegioTram de Occidente. A existência de sistemas hidroambientais testemunham os processos de longa duração na conformação geológica da Savana; nelas também ocorrem fenômenos contingentes com os ciclos de enchentes sazonais, periódicas, que transbordam e afetam o equilíbrio hídrico da planície e a vida da comunidade assentada naquele setor da Savana. A partir da gestão de cartografias, imagens digitais e informações oficiais, foram contrastados dados e informações sobre a afetação do sistema hídrico ambiental causada pelo reaproveitamento do antigo corredor ferroviário. La Sabana de Bogotá vincula a la capital con una densa red de poblaciones tradicionales conurbadas. En esa circunstancia, el transporte masivo es una necesidad apremiante, que debe ser resuelta en el corto plazo con eficiencia y equidad. En ese ambiente surgió la propuesta de recuperar las antiguas líneas abandonadas del tren para implantar un nuevo sistema —fusión del tranvía urbano y del tren regional— nombrado oficialmente como RegioTram. En este artículo se considera la relación entre las condiciones hídrico-ambientales y el planeamiento del territorio. Se priorizó el análisis de la franja de terrenos urbanos y rurales adyacentes a la línea y a los beneficiados y afectados por el funcionamiento de RegioTram de Occidente. La existencia de sistemas hidroambientales es testimonio de los procesos de larga duración de la conformación geológica de la Sabana; en ellos suceden también fenómenos contingentes con los ciclos de inundaciones estacionales y periódicas que desbordan y afectan el balance hídrico de la planicie y la vida de la comunidad asentada en ese sector de la Sabana. A partir del manejo de cartografías, imágenes digitales e información oficial se contrastaron datos e información sobre la afectación del sistema hídrico-ambiental por la reutilización de la antigua vía férrea. |
