| الوصف: | A pesar de ocupar cerca de la mitad de la superficie de México, la montaña y sus habitantes son ignorados en las políticas de desarrollo emprendidas desde el Estado. La montaña sólo es valorada por sus recursos naturales materiales o energéticos, o como obstáculo a vencer; sus habitantes, muchos de ellos indígenas en situación de marginalidad social, económica y política, constituyen un estorbo a los proyectos de las grandes empresas. Ambos son un impedimento a la implantación del Estado liberal: como medio físico, como tradición y cultura indígenas, como comunidad, como forma de organización territorial, social, económica y política. Es parte inextricable del paisaje cultural de México. La montaña en México es un espacio de disputa, entre las comunidades indígenas, pobres y marginales del país y el Estado. Hoy, se requiere repensar las políticas de desarrollo emprendidas desde que se estableció el neoliberalismo hasta el presente, a fin de integrar las comunidades de montaña en los procesos de toma de decisiones que les afectan. Despite occupying half of the surface of Mexico, the mountain and its inhabitants are ignored in the development policies undertaken by the State. The mountain is only valued by its natural resources and energy, or as an obstacle to development. Its inhabitants most of them indigenous and in a marginal social, economic and political situation, are a hindrance to the projects of large enterprises. Both are an impediment to the implementation of the liberal state, in three ways, as a physical obstacle; as an indigenous traditions and culture; as a community, a territorial, social, economic and political organization. The Mexican mountains are a place for struggle between the indigenous communities and the State. Today it is required to rethink the mountain development policies undertaken since the neoliberalism was stablished in order to integrate the mountain communities in the decision making process that affected them. |
