الوصف: | À l’instar de nombreux pays sahéliens, le Soudan connaît depuis dix ans un véritable boom minier principalement alimenté par une production artisanale, bien que le gouvernement cherche plutôt à encourager le secteur industriel sur le modèle du secteur pétrolier. Contrairement à ce dernier et son économie très enclavée, le nouveau secteur minier qui se développe présente d’importants enjeux territoriaux du fait de la localisation des gisements dans les différentes régions du Soudan et de leur exploitation artisanale par un grand nombre d’individus. Cette contribution analyse ces enjeux en étudiant la façon dont sont gouvernées localement les mines. Elle montre quelles négociations s’opèrent localement entre les orpailleurs, les populations, l’État et ses différents échelons, leur variabilité et la façon dont elles participent à un mode de gouvernement des mines à la fois autoritaire et fluide. Like many others countries in the Sahel region of Africa, Sudan has witnessed a noteworthy boom in the mining sector. This is reinforced by an artisanal mode of production, which is flourishing despite governmental efforts favouring alternative models based on industrialisation in the vein of oil extraction. The artisanal modality of production differs greatly from oil production, which is characterised by high localisation; due to the fact that this new mining activity has widespread stakes over the extent of the Sudanese territory. This is because the mining sector exists in different spaces throughout the country and implicates multiple actors. This article analyses these diverse stakes by focusing on how the mines are managed on the local level. It thus demonstrates the variable negotiations that take place locally, between artisanal miners/diggers, the local populations, and the State at its different levels. Furthermore, this article illustrates how these negotiations are intrinsic to a modality of government, which is simultaneously authoritarian and fluid. |
