الوصف: | La Guyane accuse un retard constant et important de construction de logements, notamment très sociaux, ce qui accélère le développement non maîtrisé de quartiers d’habitat dit « spontané ». Ceci représente un défi urbain, sanitaire, social et environnemental majeur pour la Guyane et plus particulièrement pour la ville frontière de Saint-Laurent-du-Maroni où la croissance démographique est exceptionnellement élevée, avec, pour la période 1999-2010, un taux moyen de 4,3 % par an. Les réticences des acteurs locaux à expérimenter de nouveaux modes d’intervention au nom du respect d’un modèle métropolitain, ou supposé tel, atteignent leurs limites. L’objectif de cet article est d’analyser ce phénomène, de contribuer à la reconnaissance des pratiques et des savoir-faire locaux en termes d’habitat spontané et de présenter les pistes de solutions proposées sur la base d’une expérimentation à Saint-Laurent-du-Maroni. Il s’appuie sur un travail de terrain de trois ans, de 2012 à 2014, conduit pour le compte de la DEAL (Direction de l’Environnement, de l’Aménagement et du Logement) de Guyane et la commune de Saint-Laurent-du Maroni.La première partie présente l’habitat spontané comme résultat des adaptations multiples des habitants face aux variations constantes de leur environnement. Elle décrit le phénomène de l’habitat spontané et met en lumière l’importance des négociations, des compromis et des modes d’organisation « de fait » que l’on y trouve.La seconde partie aborde l’adaptation comme une réponse souhaitable pour relever le défi de l’habitat spontané. Elle défend l’idée que l’enjeu, pour l’avenir, est de décliner des politiques foncières, urbaines et de logement qui s’appuient sur le potentiel contenu dans cet habitat, sur les adaptations contextuelles indispensables et sur un accompagnement des processus de formalisation et d’inclusion urbaine, afin de garantir un développement durable. Formal social housing in French Guyana fails to meet the needs of low-income households, spurring the uncontrolled growth of informal settlements. These neighborhoods pose a major urban, health, social and environmental challenge for Guyana. The border town of Saint-Laurent-du-Maroni, where population growth is unusually high, with an average rate of 4.3 % per year, for the period of 1999-2010, is particularly exposed. Local actors are reluctant to experiment with new methods which differ from national policies and tools meant to be relevant everywhere in France.This article seeks to increase awareness and recognition of the potential of local practices and know-how in informal settlements. It also discusses possible solutions. Findings are based on field work conducted during three years, from 2012 to 2014, on behalf of the Deal (State directorate of environment, spatial development and housing) of French Guyana and the municipality of Saint-Laurent-du-Maroni.The first section presents informal settlements as a result of residents’ efforts and initiatives to adapt to a quickly changing environment. It characterizes informal settlements and highlights the importance of negotiations, compromises and modes of organization found in these neighborhoods.The second section focuses on adaptation as a means to address the challenge of informal urbanization. It argues that adapting urban, land and housing policies made up in metropolitan France to the specific characteristics of French Guyana and supporting and improving local practices are key in moving towards a more inclusive and sustainable development. |
