| Abstract (English): |
Study defined the concept of penalty and the right of the state to counter sport related crimes with more effective ways including imposing financial sanctions. In addition to its key aim of demonstrating the role of financial factor in countering sport crimes, study aims to throw spotlight on the English experiment in this regard by discussing its effectiveness in curtailing stadium riot. Setting forth forms of financial sanctions, study summed up with a host of findings, including that criminal activity, like all other activities, is based on cost and benefit, so it is of a paramount importance to increase the cost of crime. It also summed up with that financial penalties and liberty depriving ones aim to rectify behaviors of convicts. Study recommended revising discipline regulations at all sport unions; activating the penalty of freezing sport activity of clubs involved in sport related crimes; activating international unions control over national ones; teaching sport morals course in all educational levels and speedy adjudication of sport crimes. It finally stressed the importance of uplifting police force performance in order to be able to counter sport crimes, and establishing a syndicate consisting of representatives from all fans associations with the aim of curtailing fanaticism and easing communication with concerned authorities. حددت دراسة مفهوم عقوبة وحق الدولة في مواجهة الجرائم المتعلقة الرياضة مع طرق أكثر فعالية بما في ذلك فرض عقوبات مالية. بالإضافة إلى الهدف الرئيسي لإظهار دور العامل المالي في مكافحة جرائم الرياضة، وتهدف الدراسة إلى إلقاء الضوء على التجربة الإنجليزية في هذا الصدد من خلال مناقشة فعاليتها في الحد من ملعب مكافحة الشغب. تحدد أشكال العقوبات المالية، وقد لخصت الدراسة مع مجموعة من النتائج، بما في ذلك النشاط الإجرامي، مثل جميع الأنشطة الأخرى، وعلى أساس التكلفة والمنفعة، لذلك هو من أهمية قصوى لزيادة تكلفة الجريمة. أنه لخص أيضا مع ذلك عقوبات مالية والحرية وتهدف يحرم منها لتصحيح السلوكيات المدانين. أوصت دراسة مراجعة لوائح الانضباط على جميع الاتحادات الرياضية. تفعيل عقوبة تجميد النشاط الرياضي من الأندية المشاركة في الجرائم المتعلقة الرياضة. تفعيل مراقبة الاتحادات الدولية على تلك الوطنية؛ تعليم الأخلاق الرياضية دورة في جميع المستويات التعليمية والفصل السريع لجرائم الرياضة. وشدد أخيرا على أهمية رفع مستوى أداء قوات الشرطة من أجل أن تكون قادرة على مواجهة جرائم الرياضة، وإنشاء نقابة تضم ممثلين من جميع الجمعيات المشجعين بهدف الحد من التعصب وتخفيف التواصل مع الجهات المعنية.
