We see that the contribution of the industrial sector in the Iraqi economy declined after the events of 2003 for reasons, including The opening of the import after the freezing of the customs tariff law and the other reason is the high level of value of domestic product after allowing Iraq to export oil without restrictions, which led to a high level of exchange rate of the raqi dinar led to a drop in prices of imported goods to the value of local goods, Of the goods entered, which led to the dumping of the Iraqi market with bad goods . Factories stopped production from 2003 until now has led to many problems, including the departure of locally manufactured goods from the technological development of manufactured goods globally, and most of the production lines of these factories have been destroyed This research is based on one of these factories, the General Company for tire industry / Najaf, where this factory is one of the most modern factories established in Iraq and works with international standards, namely Dunlop Company, but because of the conditions of the siege in 1991 which the country did not complete all its production lines . . Our search will work On the feasibility study to complete one of the important lines in this plant is the tire production line for heavy trucks , And the study includes the purchase of some new machines not available , with the rehabilitation of old machines as well as the purchase of some molds For the tires required to be produced with the amendment of the technology of the tire industry according to the latest in the world in the industry and the rehabilitation of cadres located for the start of production . The scientific approach was used in research the descriptive approach and method of quantitative indicators analysis were adopted for the purpose of calculating the data and results of the technical feasibility study of the project as well as through the feasibility study of the market and the application of the standards in the financial and economic feasibility study of the project. We also analyzed the social feasibility of the project. Research findings to simple business profitability standard this is the redemption period the project is simple for the purpose of recovering all its costs and will achieve great profits during its lifetime. يعد القطاع الصناعي الركيزة المهمة والأساسية في كل دول العالم لتنمية ونمو الناتج المحلي الإجمالي . ولابد لهذا القطاع آن يواكب التطوير والتحديث من خلال استخدام التكنولوجيا الحديثة لغرض أنتاج سلع لم تكن موجودة أو مستخدمة أو تطوير السلع القائمة . لسد حاجات المستهلكين واشباع رغباتهم . نلاحظ أن مساهمة القطاع الصناعي في الاقتصاد الع ا رقي بت ا رجع بعد أحداث عام 3002 لأسباب كثيرة نذكر بعض منها , فتح الاستي ا رد الخارجي بعد أن جمد العمل بقانون التعريفة الجمركية والسبب الآخر هو ارتفاع مستوى قيمة الناتج المحلي بعد السماح للع ا رق بتصدير النفط بدون قيود مما أدى الى ارتفاع قيمة الدينار الع ا رقي أدى ذلك الى انخفاض أسعار السلع المستوردة الى قيمة السلع المحلية وكذلك غياب الرقابة على المواصفات للسلع الداخلة مما أدى الى إغ ا رق السوق الع ا رقية بالسلع الرديئة .وان توقف المعامل من عام 3002 ولغاية الآن أدى ذلك الى مشكلات كثيرة منها , ابتعاد السلع المصنعة محليا عن التطور التكنولوجي للسلع المصنعة عالميا كما أن معظم خطوط الإنتاج لهذه المصانع تعرضت للاندثار . يقوم بحثنا هذا على أحدى هذه المصانع وهو الشركة العامة لصناعة الإطا ا رت / النجف إذ أن هذا المصنع من احدث المصانع التي أنشئت في الع ا رق ويعمل بمواصفات عالمية هي شركة دنلوب ولكن بسبب ظروف الحصار عام 1991 الذي مر به البلد لم تكمل كل خطوطه الإنتاجية . وسوف يعمل بحثنا على د ا رسة الجدوى لإكمال احد الخطوط المهمة في هذا المصنع وهو خط أنتاج الإطا ا رت لشاحنات الحمل , وتشمل الد ا رسة ش ا رء بعض المكائن الجديدة غير الموجودة مع تأهيل المكائن القديمة كذلك ش ا رء بعض القوالب للإطا ا رت المطلوب أتناجها مع التعديل بتكنولوجيا صناعة الإطا ا رت على وفق احدث ما وصل له العالم في هذه الصناعة وتأهيل الكادر الموجود لغرض البدء بالإنتاج. واستخدم في البحث المنهج العلمي فاعتمد المنهج الوصفي وأسلوب تحليل المؤش ا رت الكمية لغرض حساب معطيات ونتائج د ا رسة الجدوى الفنية للمشروع وكذلك من خلال د ا رسة الجدوى السوقية وتطبيق المعايير في د ا رسة الجدوى المالية والاقتصادية للمشروع . وتم تحليل الجدوى الاجتماعية للمشروع .توصل البحث الى معايير الربحية التجارية وبذلك تكون فترة الاسترداد للمشروع جيده لغرض استرداد كافة تكاليفه , والارباح المتحققة خلال عمره الاقتصادي مشجعة . والمشروع سوف يكون له نتائج جيدة على الناتج القومي إذ سوف يعمل على تقليل نسبة دفع رواتب موظفي المعمل من قبل الحكومة المركزية والاعتماد بدفع الرواتب على إي ا ردات المشروع بعد ما كانت الحكومة المركزية تدفع الرواتب 100 % والمصنع متوقف , وهذه الد ا رسة مشجعة لباقي مصانع و ا زرة الصناعة والمعادن بأن تحذا حذو الشركة العامة لصناعة الإطا ا رت / النجف , وبالتالي يعمل تشغيل هذه المصانع الى فتح فرص عمل اوسع. أما أذا حصل المصنع على دعم حكومي من خلال فرض الرسوم على المنتجات المستوردة والمشابهة لهذا الإنتاج بعد أن تفرض المواصفات الصحيحة والمقبولة لدخول هذه المنتجات سيؤدي الى زيادة القيمة المضافة على الدخل القومي .
