| Abstract (English): |
One of the main weaknesses of the municipalities in relation to environmental issues is the absence of an adequate institutional structure or even the already inefficient management employed. Analyzing these variables contributes to regional development, being able to promote the improvement of the population's quality of life and make public management more efficient. Thus, the study aimed to carry out a critical analysis about the efficiency of the application of public policies in the environmental management of the municipality of Castanhal-PA., Evaluating it, observing if the existing policies are being fulfilled, also analyzing how civil society behaves in the face of possible environmental problems generated. The methodological procedures are constituted of factors that present a qualitative design, based on field research, bibliography and data collection. The results showed that there is still a long way to go within the Municipality, which has a very strong theoretical basis in relation to achieving this good management, however, they do not apply in practice, taking into account that the Master Plan does not actually meet the needs of the municipality. Finally, environmental public policies have undergone some advances in the studied municipality, but these are still enough to meet their needs. [ABSTRACT FROM AUTHOR] |

Uma das principais fragilidades dos municípios em relação às questões ambientais é a ausência de uma estrutura institucional adequada ou mesmo a já ineficiente gestão empregada. Fazer a análise dessas variáveis contribui com o desenvolvimento regional, podendo ser capaz de promover a melhoria da qualidade de vida da população e tornar a gestão pública mais eficiente. Assim, o estudo objetivou realizar uma análise crítica acerca da eficiência da aplicação de políticas públicas na gestão ambiental do município de Castanhal- PA., avaliando a mesma, observando se as políticas existentes vêm sendo cumpridas, analisando também como a sociedade civil se comporta diante dos possíveis problemas ambientais gerados. Os procedimentos metodológicos são constituídos de fatores que apresentam um delineamento qualitativo, baseado em pesquisas de campo, bibliográfica e coleta de dados. Os resultados mostraram que ainda há muito que se avançar dentro do Município, que possui uma base teórico muito contundente com relação a alcançar essa boa gestão, porém, eles não se aplicam na prática, levando em consideração que o Plano Diretor não atende de fato as necessidades do município. Por fim, as políticas públicas ambientais sofreram alguns avanços no município estudado, mas essas ainda são o bastante para suprir suas necessidades. [ABSTRACT FROM AUTHOR] |
