| Abstract (English): |
This research aimed at addressing the role of business environment in stimulating investment, particularly in the hospitality industry in Algeria. Tourism is supposed to play, along with other sectors, an important role in generating much needed financial resources in an economy that relies heavily on oil revenues that are more than often at the mercy of changing oil prices. The study concluded that in spite of its richness, the sector of tourism in Algeria was marginalized in terms of investment allocations, being local or international. The analysis of performance indexes of the country's business environment indicated that this environment was inadequate to attract foreign investment in general and in the hospitality industry in particular, due to the rigidity and complexity of administrative procedures, the high cost of projects' implementation, and endemic corruption. Le secteur touristique est l'un des secteurs les plus rentable, comparé à celui des hydrocarbures qui demeure instable devant la variation des prix du pétrole. Ainsi, cette feuille a pour but de traiter la problématique du rôle de la performance de l'environnement des affaires dans la stimulation de l'investissement en général, et l'investissement touristique en particulier en Algérie. L'analyse des indices de performance de l'environnement de l'investissement, indique que la présence de certains inconvénients qui freinent les projets touristiques des investisseurs locaux et étrangers tel que la bureaucratie, le coût des procédures administratives, etc. [ABSTRACT FROM AUTHOR] |

تهدف الورقة البحثية إلى معالجة إشكالية دور أداء بيئة الأعمال في تنشيط الاستثمار بصفة عامة والاستثمار السياحي على وجه الخصوص في الجزائر، وذلك نظرا للأهمية التي يلعبها قطاع السياحة فهو يعتبر من بين أهم القطاعات الاقتصادية نتيجة العوائد المالية الكبيرة التي يمكن أن يوفرها للاقتصاد الوطني، في ظل عدم استقرار مداخيل المحروقات نتيجة التغير في أسعار البترول. توصلت الدراسة أنه بالرغم المقومات التي تزخر بها الجزائر في مجال السياحة إلا أن القطاع مازال ضعيف وهامشيا، وأن الاستمثار السياحي لا يرقى لمستو التطلعات، ومن خلال تحليل مكونات مؤشرات أداء بيئة الأعمال يتبن أن مناخ الاستثمار في الصناعة السياحية غير ملائم وغير محفز على جذب وجلب الاستثمارات المحلية والأجنبية، نتيجة كثرة الإجراءات الإدارية وتعقيدها وارتفاع تكلفتها سواء عند بداية المشروع الاستثماري أو دخوله حيز الاستغلال والتنفيذ، إذ ساهمت هذه العراقيل في جعل الجزائر غير محبذة للاستثمار فيها في جل القطاعات ناهيك عن البيروقراطية والفساد الذي ينخر الاقتصاد الوطني.
