| Abstract (English): |
The efficiency of the public budget process plays an important role in influencing government performance and supporting the quality of public services provided to beneficiaries. Governance in the public sector is also an important tool toward economic development and the fighting of corruption. On the other hand, the Kingdom of Saudi Arabia is undergoing an administrative and economic transformation, where developing the budget process is considered an important tool in guiding the transformation process. In this article, an analytical descriptive approach was used to study the governance of the public budget in the kingdom, by analyzing local and international studies and reports. The study concluded that the general budget process needs to be developed to support the efficiency of the budget, and to ensure governing quality. [ABSTRACT FROM AUTHOR] |

إن كفـاءة عمليـة الميزانيـة العامـة وفاعليتهـا تمـارس دور ّ مهمًـا فـي التأثيـر علـى األداء الحكومـي ودعـم جـودة الخدمـات العامـة المقدمـة للمسـتفيدين. كمـا تعـد الحوكمـة فـي القطـاع العام ً فـي التنميـة البشـرية واالقتصاديـة ومحاربـة الفسـاد. بالمقابـل، تمر المملكـة بمرحلة ً مهمـا عنصـرا تحـول إداري واقتصـادي ممـا يحتـم إعادة النظـر باألدوات والوسـائل الالزمة لتوجيه هـذا التحول، مـع التركيـز علـى تطويـر عمليـة الميزانية العامة كأحـد األدوات المهمـة في توجيه عمليـة التحول. فـي هـذا المقـال تـم اسـتخدام المنهـج الوصفـي التحليلـي لدراسـة واقـع حوكمـة الميزانيـة العامة من ً للخـروج بتوصيـات علميـة خلال تحليـل البيانـات والدراسـات والتقاريـر المحليـة والدوليـة، سـعيا وعمليـة لحوكمـة الميزانيـة العامـة فـي المملكـة. وخلصـت الدراسـة إلى أن عمليـة الميزانيـة العامة فـي المملكـة بحاجـة الـى تطويـر لدعم كفـاءة وفاعلية الميزانيـة، وإن أحد أهـم أدوات التطوير يكمن فـي تطبيـق مفهـوم ومبـادئ الحوكمـة فـي عمليـة الميزانيـة العامـة؛ بحيـث يكـون هـذا التطبيق وفق آليـة تتلاءم مـع البيئـة النظامية والتنظيمية السـائدة فـي المملكة، ووفق خطة زمنية تعتمد مؤشـرات قيـاس أداء واضحـة ومحدده.
