Abstract (English): Government regulation in the current local preschool education legislation is difficult to effectively deal with the challenges faced by the preschool education field. Challenges, and the forward-looking guidance of a systematic and holistic theory of government regulation is urgently needed. In the context of diverse social governance, The theory of smart supervision can provide important theoretical support for the local legislative response to government supervision of preschool education, and it can be used in the country On the basis of the maturity of the special legislation for preschool education at the level, the government supervision system in the local legislation is comprehensively constructed. by Government regulation in preschool education regulations in nine provinces and cities of Beijing, Tianjin, Liaoning, Jilin, Jiangsu, Zhejiang, Anhui, Shandong and Yunnan The article is a research sample. On the basis of a comprehensive explanation of the government's smart supervision framework for preschool education, preschool education in nine provinces and cities is analyzed. The text and practice of education regulations are evaluated and analyzed from the dimensions of regulatory objectives, regulatory subjects, regulatory scope, and regulatory methods. Abstract (Chinese): 当前地方学前教育立法中的政府监管难以有效应对学前教育领域面临的 挑战, 亟需系统性、整体性的政府监管理论的前瞻性指引。在社会治理多元化背景下, 智慧监管理论可以为学前教育政府监管的地方立法回应提供重要理论支撑, 并在国家 层面的学前教育专门立法日渐成熟基础上, 全面建构地方立法中的政府监管制度。以 北京、天津、辽宁、吉林、江苏、浙江、安徽、山东、云南九省市学前教育条例中的政府监管 条文为研究样本, 在全面阐释学前教育的政府智慧监管框架的基础上, 对九省市学前教 育条例文本及其实践进行评析, 从监管目标、监管主体、监管范围、监管方法等维度进行 政府监管制度设计, 遵循安全监管与质量发展相平衡、协同监管与合作治理相促进、过 程监管与结果监管相统一、传统监管与柔性监管相结合, 实现学前教育高质量发展.
