| Abstract (English): |
The Advisory Council was established in Al-Muthanna Governorate in 2010 with the efforts of its sons to take care of its urban, economic and social development. Al-Muthanna, and the directors of the relevant service departments to facilitate the administrative and technical procedures for the proposed projects, the Council held three sessions within three months, During its sessions, a lot of investment and urban projects were presented and many of them were implemented. As for the most important major projects discussed by the council, the Samawa desert investment project, the project of the Iraqi Al-Khairat Company for Agricultural and Livestock Investment, and the solar energy project. Some of the projects put forward by the Council were delayed for many years in implementation, and the reason for this slowdown in implementation is due to many obstacles the projects faced, including weak government support, financial funding, and the land problem. تأسس المجلس الاستشاري في محافظة المثنى سنة 2010 بجهود ابنائها ليهتم بتطويرها عمرانيا واقتصاديا واجتماعيا ، فهو يخطط ويطرح افكار وآراء ومقترحات لمشاريع اقتصادية واستثمارية ليتم مناقشتها داخل المجلس ومعرفة امكانية تطبيقها، اما اعضاء المجلس فتم اختيارهم بعناية ممن تتوفر لديهم رؤى وافكار اقتصادية وشخصيات اكاديمية وتجارية معروفة في المثنى ، ومدراء الدوائر الخدمية ذات العلاقة لتسهيل الاجراءات الادارية والفنية للمشاريع المقترح تنفيذها ، عقد المجلس ثلاث جلسات خلال ثلاثة اشهر، طرح خلال جلساته الكثير من المشاريع الاستثمارية والعمرانية ونفذ الكثير منها ، اما اهم المشاريع الكبرى التي طرحت على المجلس مشروع استثمار بادية السماوة ومشروع شركة الخيرات العراقية لاستثمار الثروة الحيوانية والزراعية ومشروع الطاقة الشمسية أن بعض المشاريع الاستثمارية تأخر تنفيذها سنوات عديدة ، ويعود سبب ذلك التباطؤ الى معوقات عديدة واجهتها المشاريع منها ضعف الدعم الحكومي ، والتمويل المالي ، ومشكلة الاراضي .
