| Abstract (English): |
The capitalist construction of cities introduced a phenomenon of expansion of urban space related to the exclusion of economically disadvantaged people from urban centers. Not often, in addition to being deprived of their rights in relation to the city where they live, they also sought financial difficulties and the lack of knowledge to access Justice. In this perspective, the objective of the present work is to analyze how the Public Defender's Office can act in the defense of their rights and interests from the point of view of the dignity of the human person, verifying the possible outlines of their performance in the defense of people, local communities and movements defending the right to the city. It was decided to conduct an exploratory research with the use of bibliographic review and qualitative analysis of the data in order to fulfill this objective, which made it possible to infer, in the end, that the Public Defender's Office has the duty to promote the widest comprehensive and free legal assistance, in the judicial and extrajudicial plans, of the socially or economically vulnerable, of the local communities and of the social movements that work in the defense of the right to the city, including establishing education programs on rights and the training of this population. A construção capitalista das cidades instaurou um fenômeno de expansão do espaço urbano relacionado à exclusão de pessoas economicamente menos favorecidas dos centros urbanos. Esses indivíduos, não raro, além de destituídos dos seus direitos com relação à própria cidade onde habitam, também encontram dificuldades financeiras e a falta de conhecimentos para acessarem a justiça. Nessa perspectiva, o objetivo do presente trabalho é analisar como a Defensoria Pública pode atuar na defesa dos direitos e interesses desses do ponto de vista da promoção da dignidade da pessoa humana, verificando os possíveis contornos da sua atuação na defesa das pessoas, comunidades locais e dos movimentos sociais que defendem o direito à cidade. Optou-se pela realização de uma pesquisa exploratória com a utilização de revisão bibliográfica e da análise qualitativa dos dados a fim de se cumprir esse objetivo, o que possibilitou inferir, ao final, que a Defensoria Pública tem o dever de promover a mais ampla assistência jurídica integral e gratuita, nos planos judicial e extrajudicial, dos socialmente ou economicamente vulneráveis, das comunidades locais e dos movimentos sociais que atuam na defesa do direito à cidade, estabelecendo, inclusive, programas de educação em direitos e a capacitação dessa população.
