| Abstract (English): |
This study aims to examine the obstacles of applying total quality management among the principals of governmental schools in Jerusalem from their own perspective, and also to examine if there are statistically significant differences at significance level (α≥ 0.05 ) between the averages of sample members’ estimation of the obstacles of applying total quality management among principals to be attributed to the following variables (sex, years of service as a school principal, the educational stage of the school, and the number of training courses). By using the descriptive/analytical method, and by referring to previous literature, a questionnaire was designed and it consists of (58) paragraphs distributed to (4) fields: administrative obstacles, human obstacles, technical obstacles, and financial obstacles, and after verifying its validity and reliability, it was applied on a sample consists of (45) male and female principals. The study concluded that the total estimation degree of the obstacles of applying total quality management among principals was “high” with arithmetic average (3,86). Moreover, there were statistically significant differences between the averages of sample members’ estimations to be attributed to sex variable in favor of principals, and there are also statistically significant differences to be attributed to the variable (educational stage of the school).The results also revealed that there are no statistically significant difference between the averages of sample members 'estimations to be attributed to the variable: years of service as a school principal number. The study recommended enhancing the knowledge of school principals about the scientific bases of the characteristics and elements of total quality management, and encouraging them to adopt modern concepts of change leadership strategies. هدفت الدراسة التعرف إلى معوقات تطبيق إدارة الجودة الشاملة لدى مديري المدارس الحكومية في القدس من وجهة نظرهم، بين متوسطات درجات تقدير أفراد العينة لمعوقات ) α≥ والكشف عما إذا كان هناك فروق ذات دلالة إحصائية عند مستوى الدلالة ) 0.05 تطبيق إدارة الجودة الشاملة لدى المديرين تُعْزَى لمتغيّرات )الجنس، وسنوات الخدمة كمدير مدرسة، والمرحلة التعليميّة للمدرسة، وعدد الدورات التدريبية(، وباستخدام المنهج الوصفي/ التحليلي، والرجوع للأدبيات السابقة، تم بناء استبانة تكونت من ) 58 ( فقرة موزعة على ) 4( مجالات، وهي: المعوقات الإدارية، والمعوقات البشرية، والمعوقات التقنية، والمعوقات المالية، وبعد التأكد من صدقها وثباتها، تم تطبيقها على عينة مكونة من ) 45 ( مديراً ومديرة. وقد توصلت الدراسة إلى أنّ درجة التقدير الكلية لمعوقات تطبيق إدارة الجودة الشاملة لدى المديرين كانت "عالية" بمتوسط حسابي 3.68 (، كذلك وُجدت فروق ذات دلالة إحصائية بين متوسطات تقديرات أفراد العينة تُعْزَى لمتغيّر الجنس وذلك لصالح المديرين، ووجود ( فروق ذات دلالة إحصائية تُعْزَى لمتغيّر المرحلة التعليمية للمدرسة، كذلك أظهرت النتائج عدم وجود فروق ذات دلالة إحصائية بين متوسطات تقديرات أفراد العينة تُعْزَى لمتغيّر سنوات الخدمة كمدير مدرسة. . وقد أوصت الدراسة بتعزيز المعرفة لدى مديري المدارس حول الأسس العلمية لخصائص وعناصر إدارة الجودة الشاملة، وتشجيعهم لتبني مفاهيم حديثة لاستراتيجيات قيادة التغيير.
