The paper considers smart growth as a strategy in downtowns development and revival of Saudi small and medium-sized towns. It takes Buraidah downtown as a case study. Studies of downtown renaissance in the Saudi context seem to have been biased towards those of larger cities like Riyadh, Jeddah, Dammam and the like. The sheer number of small and medium-sized towns and the size of their population warrant interest in studying their downtowns. A number of socio-economic factors have pushed many residents with their activities and investments to leave the downtown to settle in the new suburbs. Such move was not without consequences. It has led to a waste of resources and land and also higher economic and environmental costs which does not fit with sustainable development goals. The present paper sets out to fill in this gap by considering smart growth as a strategy to curtail leapfrog sprawling and strip development in favor of redeveloping the downtown through compact design, higher densities, mixed uses, urban infill, public transport and walkability incentivization. The focus group method has been adopted. It consists of 12 experts and stakeholders who have an interest to discuss issues related to Buraidah downtown. The study concludes that the main reasons behind the downtown decline are to be found in its incompatible land uses where areas for traffic roads and deteriorating unfit housing accounting for about three quarters of the downtown area. The downtown has thus lost many of its essential functional elements like government institutions, higher retail businesses, recreational areas and cultural events. يركز هذا البحث عىل تطوير مراكز املدن الصغرية واملتوسطة يف اململكة وإحيائها من منظور ً التطوير الذكي املستدام، متخذا مركز مدينة بريدة كحالة دراسية. يعود السبب يف اختيار هذا النمط من مراكز املدن إىل حتيز الدراسات يف هذا امليدان إىل مراكز املدن الكربى كالرياض وجدة والدمام ومكة واملدينة دون غري ً ها من املدن األقل حجام رغم عددها الكبري وإيوائها لنسبة معتربة من السكان. ال شك أن عوامل اجتامعية ً واقتصادية أدت هلجر السكان األصليني ملنطقة املركز فانتقلت معهم أنشطتهم وخدماهتم واستثامراهتم بحثا ً عن فرص أجدى يف الضواحي. وقد أدى هذا النمط إىل هدر للموارد ولألرايض وارتفاع كلفة التطوير ماديا ً وبيئيا وهو ما ال ينسجم واملفهوم السليم لالستدامة. من هنا كان هدف هذه الورقة البحثية اعتامد التطوير الذكي كأسلوب ناجع ملقاومة هذا التمدد العمراين والتنمية الرشيطية واحلد من التوسع نحو األطراف من خالل إعادة بعث التنمية يف املركز وفق التخطيط املتضام ورفع كثافة التطوير وتشجيع اإلحالل العمراين ومتازج االستعامالت وتعزيز النقل العام وحتفيز حركة املشاة للتقليل من االعتامد عىل السيارة. تم اعتامد املنهج ً الوصفي التحلييل لتحليل الوضع الراهن ملركز بريدة بمعاينته كميا ً ونوعيا وتوثيق مناطقه النشطة وغري النشطة َّ وحاالت النسيج العمراين. كام تم إجراء مقابلة مطولة مع املجموعة املركزة Group Focus والتي تشمل 12 ً فردا من اخلرباء واملهتمني وأصحاب املصلحة ملناقشة أسباب التداعي وفرص اإلحياء من جديد ملنطقة مركز بريدة. من أهم نتائج الدراسة أن من أسباب ضعف املركز هي اختالل توزيع االستعامالت حيث حتتل شبكة الطرق واملساكن املتدهورة واألرايض الفضاء ما يناهز ثالثة أرباع مساحته. كل هذا أدى لفقدان املركز ملعظم عنارصه األساسية. هلذا ال بد من إعادة املقرات احلكومية واخلدمات التجارية الراقية وغريها ليستعيد املركز ُ عافيته. وهذا ال يتأتى ما مل تسن ترشيعات تعطي أفضلية ملنطقة املركز عىل حساب املناطق املجاورة حتى يتم ً جلب االستثامرات إليه جمددا.
