When it was passed, NVRA sought to address inequities and standardize national voter registration, but it has instead siloed voter registration into DMV locations. Section 5 of the NVRA requires voter registration at all state Department of Motor Vehicles (DMV) locations, and since its passing, DMV voter registration has become central to registration nationally.
