مستخلص: Issue: The Affordable Care Act’s health insurance marketplaces play a critical role in connecting people with limited English proficiency (LEP) to health insurance. Federal regulations require marketplaces to provide free and timely language access services, but states operating their own marketplaces have significant flexibility in how they do so. Goals: Document the differences in key language access policies and practices across the 21 state-based marketplaces (SBMs). Methods: Survey of SBMs about their language access policies and practices, enhanced by interviews with officials representing six SBMs. Key Findings and Conclusion: Language access policies and practices vary significantly across SBMs. Fewer than half have marketplace-specific written language access plans. Language data collection is also not standardized across states. Although all SBMs must offer oral interpreting services, the availability of multilingual support is more limited. Substantial variation also exists in the availability and quality of written translations.Standardizing language access requirements at the federal level, while providing additional guidance and resources to increase efficiency in SBM operations, would promote greater consistency across states and likely benefit LEP individuals.
