| Abstract (English): |
In the context of the prominent value of off-campus training institutions, in order to meet the needs of primary and secondary school students for off-campus training, the Japanese government has taken a series of measures to promote the governance of off-campus training institutions to take the path of legalization, synergy, self-discipline and public welfare, forming new features such as concerning legal implementation effect, the enhancement of collaborative governance efficiency, and more attention to the equality of educational opportunities. However, with the constant changes in the external situation, Japan began to face new problems in the governance of off-campus training institutions, including: families can't bear the burden of high training costs, off-campus training disorder appears under the excessive marketization, and the reduction of public education expenditure in the name of education liberalization. These problems put forward new requirements for the governance of Japanese off-campus training institutions, which need to relate to the new situation combining the legal, government, social. industrial and other aspects of comprehensive and in-depth governance. 在校外培训机构价值凸显的背景下,为满足广大中小学生的校外培训需求, 日本政府采取系列措施推动校外培训机构治理走上法治化, 协同化, 自律化与公益化发展 路径,使其形成关注法律实施效果,提升协同治理效能,强调教育机会公平等新特征. 但 近年来随着外部形势不断变化,日本在校外培训机构治理方面又开始面临新问题,主要包 括高额培训费用下家庭不堪重负,过度市场化下校外培训乱象显现,以教育自由化为名消 减公共教育支出. 这些问题对日本校外培训机构治理提出新要求,需要结合新形势从法律, 政府, 社会与行业等多个层面进行全方位深度治理. [ABSTRACT FROM AUTHOR] |
