| Abstract (English): | This article aims to analyse the international normative framework concerning illicit drug trafficking (IDT) by sea. Through a content analysis, the United Nations Convention on the Law of the Sea of 1982 (UNCLOS 1982) and the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988 (Convention 1988) were examined. The provisions of the 2030 Agenda and its 17 Sustainable Development Goals (SDGs) were also examined in order to establish the type of connection with the threat of illicit drug trafficking by sea. The results present Article 108 of the UNCLOS and Article 17 of the 1988 Convention as among the major international efforts to confront illicit drug trafficking through international cooperation. Moreover, on a cognitive map, 8 SDGs were identified that are directly linked to maritime security in the fight against IDT, which have been grouped into 5 factors. Addressing the threat comprehensively enables progress towards more effective approaches to tackling the issue of IDT. [ABSTRACT FROM AUTHOR] |
| Abstract (Spanish): | Este artículo tiene por objetivo analizar el ámbito internacional normativo en relación con el tráfico ilícito de drogas (TID) por mar. Mediante un análisis de contenido se examinó la Convención de las Naciones Unidas sobre el Derecho del Mar de 1982 (Convemar; ONU, 1982) y la Convención de las Naciones Unidas contra el Tráfico Ilícito de Estupefacientes y Sustancias Sicotrópicas de 1988 (Convención de 1988; ONU, 1988). También se examinó lo establecido en la Agenda 2030 y sus 17 Objetivos de Desarrollo Sostenible (ODS) para establecer el tipo de vínculo con la amenaza del TID por mar. Los resultados presentan al artículo 108 de la Convemar y al artículo 17 de la Convención de 1982 como uno de los mayores esfuerzos internacionales para confrontar el TID a través de la cooperación internacional. Además, en un mapa cognitivo se identificaron ocho ODS que se vinculan directamente con la seguridad marítima en la lucha contra el TID, los cuales han sido agrupados en cinco factores. | Abstract (Portuguese): | Este artigo tem como objetivo analisar o quadro normativo internacional referente ao tráfico ilícito de drogas por mar. Através de uma análise de conteúdo, a Convenção das Nações Unidas sobre o Direito do Mar de 1982 (UNCLOS 1982) e a Convenção das Nações Unidas contra o Tráfico Ilícito de Estupefacientes e Substâncias Psicotrópicas de 1988 (Convenção 1988) foram examinadas. As disposições da Agenda 2030 e seus 17 Objetivos de Desenvolvimento Sustentável (ODS) também foram analisadas para estabelecer o tipo de conexão com a ameaça do tráfico ilícito de drogas por mar. Os resultados destacam o Artigo 108 da UNCLOS e o Artigo 17 da Convenção de 1988 como alguns dos principais esforços internacionais para enfrentar o tráfico ilícito de drogas por meio da cooperação internacional. Além disso, em um mapa cognitivo, foram identificados 8 ODS que estão diretamente relacionados à segurança marítima na luta contra o TID, os quais foram agrupados em 5 fatores.
