مستخلص: The article discusses the uncontrollable rise of military expenditures. Multilateral and bilateral arms control agreements since 1959 are enumerated. Estimates of military budget increase in United States are presented. Impact of continuing arms race on human welfare is discussed including poverty, increased population and pollution. The author states that negotiations in different conferences seem to be designed to institutionalize and regulate the arms race. He suggests cutting military budgets and enumerates proposals for reduction of military expenditure by Soviet Union, United Sates, France and Great Britain. A 1973 research report by the Stockholm International Peace Research Institute on "The Meaning and Measurement of Military Expenditure" is also presented.
